I always consider the Freelancer ID to cover "Civilians" as well. And I would assume that there are lots and lots of civilians floating around space not really tied to any major organization.
I while ago after the testing that happened for the new update I saw that my independent character, which had a Mercenary ID(?), was apparently negated and can no longer be bought. So i was forced to get a Freelancer ID. Why was the ID removed??

It was removed for the sake of simplicity, and ease of ID management when making changes. The old Freelancer and Mercenary IDs were basically identical, making the Mercenary ID redundant.

ok fair enough. Even though calling it 'Mercenary' is something very specific as opposed to something general like 'freelancer' which can be anything.
