I am not currently familiar with such cases, where a single tagged character is made hostile of a larger active player group (official or unofficial) specifically by the FR5ers as a request. My overall memory recalls only tags in a whole being FR5ed, rather than individual members of an existing one.

The change is not massive, and I understand where it is coming from.
As someone who thinks that FR5s should be used as a a "last method", I am always sceptical when I see it becoming stronger and therefore more attractive in the eyes of some. Now, you can FR5 someone and then go on to shoot him.
In the case of "civil wars" (which - if we are honest - have never been a good idea), the explicit Admin permission is not necessary any more (permission to shoot your own ID), and the FR5 tool could become more attractive especially in the context of removing unwanted rivals inside the ID via pvping them off after FR5ing.
That's why I would ask the staff to very carefully weigh in on FR5s, especially when they are directed at the own ID. There can be repercussions that could potentially be really dirty.
