Please add something stating that a trader has to say SOMETHING.

I dont use presets much, I have one for just such occasions though. It reads as follows.
"Oh, dont want to talk? Fine drop your cargo...all of it."
/1 not to hard or long to type. Someone aint getting 4k away from me in the time it takes to type /1. Often the demand is enough to stop them and get some rp going, because they know I am serious.
Edit: Boss, why should a trader have to say anything, it is the pirate that wants something and has to articulate what he wants, all a trader needs to do is pay or die. No words needed there.
Yes trading is easier than pirating. If I can get away from a pirate, why should I bother talking to him, and thus give him a chance to get closer. If I am caught, I talk, if I am away from being caught, I talk, if I am being chased, I am not going to waste time typing. It is the pirate that hunts the trader not the other way around.
Aw, you pirates got it all wrong. You should be police. Then you can make whatever stupid demand you want. Tell them to stop and wait one hour while you scan their cargo one unit at a time and then shoot them for leaving without permission. There's always a way around the rule, or someone who will look for another way around.

Its the easiest "baiting" in the world to get around. I don't give a toss if the other guy doesn't say anything. Most of them dont.
Let me walk some of the newer players here through a scenario.
Copperhead is at a jumpgate. Lo! A trader appears. Copperhead promptly CDs the trader.
"Hello!" Says Copperhead, a twinkle in his eye, "Lets hold that ship right there and see what we've got"
The trader then engages cruise. Copperhead, being impatient and in no mood for messing about then says "Drop your cargo, all of it, I stop shooting when you comply".
Copperhead then blows the trader up because the trader doesn't comply with the demand.
The trader then attempts to sanction Copperhead by giving the admins a screenshot which gives a very questionable selection of text.
The admins, having seen hundreds of this kind of thing before go "Hey, that's weird, where is all of the screenshots of text that should have come before this? No action"

You can still attack, and do damage, and fire CDs, before you make your demand. You just can't turn them into a blue message before a demand for cargo or credits is made.
In fact, you can even fire a CD while typing, presuming you entered mouse flight prior to opening the chat box.
the 2 pirates in question didn't made a monetary demand, and were burned because of it. Yes, mistakes happen, (thinking of 3 RHA blowing up a trader because 2 of them fired a warning SNAC at the same time...) but generally this is the easiest rule to follow, and it has been in place since I got here, and well before preset messages ever became available.

If admin are so die hard set to improve role play & attempt to make things as equal as possible, it should be added to the rules that ships being pirated must role play a response to the pirates demands.
It's is frustrating that when pirating, you stop a ship, make a good rp demand for credits or cargo & your target kicks it into overdrive & hauls butt to save a credit or two, It is even more frustrating that the pirate HAS to make a clear role played demand, yet the trader don't have to say a word & just flee. You go to stop them & WHAM they file a sanction report.

Traders should also have to roleplay the encounter.

If he doesn't want to die, he'd better talk to me. Simple, really. I don't like wasting my time on someone who won't pay and won't talk.
I've had a trio of low-level folks (Read: Anki, Rhino, and Defender) pop out of the lane before. I tell them to scoot, but even as I'm typing they open fire and rape my shield. Now, had they listened and waited, they'd still be alive, but as it stands, all three turned into clouds of dust rather quickly.
