I apologise profusely for the delay in this transmission, several key representatives were needed to sign off on this request, which took quite a bit of time.
As you are fully aware, Colonel, the Bretonian Armed Forces have already initiated a joint-ship exchange with the Liberty Navy and this has been quite sucessfull over the past few months. In the agreement, numerous Liberty capital-class vessels were exchanged for a few destroyers, gunboats and several dozen strike craft of Bretonian origin. The High Command of both the LSF and Navy have been suitably satisfied with the performance of the Bretonian vessels - So much so, that we're requesting specialised Bretonian ship engineers to join forces with our own Liberty engineers to produce Bretonian capital ships at our shipyards. The Republic is willing to pay the expenses of relocating any personnel you deem vital to the production of these behemothic ships.
Colonel, I expect this request will require your Parliament's seal of approval, if you could forward this message onto the appropriate people that would be most appreciated. If the terms are agreed on, Admiral Malrone has signed off on two refurbished Liberty Assault Cruisers to be at the BIS' immediate disposal, with full access to any Libertonian weapons requested.

I thank you for your reply. I have taken your proposal to my higher ups who have discussed it with their people. We can provide engineers to assist with the maintenance of Bretonian ships used by Liberty but anything related to construction of Bretonian ships in liberty is the domain of Whitehall not Thames House. The group of Engineers that we are willing to send will be under the leadership of Captain Lori Quaid of the BIS. These Engineers will be available to train engineers and help maintain the Bretonian Vessels under your command. As for your request to build Bretonian Capital Vessels in your Shipyards, that would require a transmission to the War Cabinet itself, i am sure you are well aware of this fact Secretary. The Engineers and our Captain is ready to depart to Liberty if you choose to accept this offer we've proposed, we await your decision.
