Practically you already got revolutionary factions (e.g Hellfire, LWB, Unioners, Bundschuh). About that government thing, we apparently get intel by some means which tells us about everything that Gov worker does. We then try to kill him because we believe assassinations are the only option to end corruption. We attack house navy because what can kill a lot of citizens can be prevented by taking the lives of the one who would cause their deaths.
About that 'Government in caps' thing, do you play forumlancer? Because that's where the RP will take place.

I see about you point there. However we will still treat Rheinland Corporate factions as neutral. We will treat them with caution and in case they plan to backstab us after co-operating, we are going to turn our stance as 'Unfriendly' then.
Freelancer ID's can only attack ships in self-defense, to protect a friendly or allied ship, or for fulfilling bounty contracts.
That means, that unless you have a blanket bounty on all house lawful factions, which you can't have unless you're an official faction, or you're hired by other factions, or if you're escorting a ship that is getting shot at by a house lawful faction ship, or you're shot first by a house lawful faction ship, you can't do anything.
Also, shooting at house lawful ships will generally get you hostile with all of the lawful factions of that house, including the corporations - while you might not explicitly target house corps, you won't be allowed to base from their stations, and might also get shot at by them. In game, anyway.
After a lil review with the others, we've decided to switch to the Pirate ID. However, we will try as hard as we can not to fire on civilians and corps.

Smart move. That is good change.
Though Id highly advise you to reconsider your primary RP. There could and should be more realistic and less... obvious goals. Or you would want to make more friends with revolutionaires like Coalition, Hessians, Bundshugh, Blood Dragons or else. You need to base out of somewhere exept for Freeports and have strong relations to survive.

No Problem, you can do that as long as the Civilians don't act stupid and try to engage you. Same way as you don't have to Pirate the ID clearly says "Can" and not "Must" 8| anyway wish you guys the best.
it's an really old idea. I was in this faction. I still like this kind of faction something unique. I know this faction need improvements here and there like shorten ZOI, more details to it's story. If you guys think this is something nice and can be made workable then pls post here. If someone think this is a cool idea then maybe I fly alone as a lonely ghost ( Mods pls don't lock the thread).

I am however concerned about the quality of RP you'll be getting from others as a rather large portion of the people I come across ingame don't bother with anything more than the most basic RP.

Unioners are radicals, but they're not revolutionaries - they want to change the status quo, not topple it. Some are political activists, some are armed and dangerous - most are just smugglers and cartel men, or non-combatant civilians. There are also some contradictions - Unioners and Hellfire (currently) don't like one another despite political similarities don't ask me why I just play here, so they wouldn't be friendly to a group buddying with them both.
