The HF has enough capital class ships as it is, not even counting SRPs. I fail to see why it needs another, being a minor faction in the game (and not the frapping house rivaling Liberty in military strength some of its players seem to think it is). No request from dev central was made for such a model - I could have nipped this in the bud had I been consulted.
I have no intention of entering this model into the mod.

Go remove the Kagutsuchi, Vidar, Scylla, etc then please. And stop trying to make yourself look important when I didn't have any intention of submitting the thing in the first place.
So why exactly do Rogues have a cruiser, again? They're pirates. It makes sense for Mollies, they're a more wide-spread and goal-oriented faction. Rogues on the other hand have no such motivation and maintaining a capital fleet is frankly beyond their means.
The Legion, on the other hand, has a set of shipyards, a steady supply line and a strong base of operation. The only ships we have are a fighter, gunboat and battleship. The rest we have to scrounge up from wherever we can get it. As far as I can remember our capital fleet is as follows:
1 Storta
1 Scylla
1 LABC
2 LSC
4(?) Arbiters
Versus the how many dozens of Scyllas the Rogues have? With the escalation in conflict we've been having lately, it makes sense that we would roll out more capital vessels such as this to secure our territory. We have a better position to build capital ships than most unlawful factions (save for the OC/Sairs/Hessians/SCRA) due to our location, trade alliances and shipyard facilities. With the Legion becoming an open faction, it's not like we're trying to grab as much elite gear as possible. We simply want to broaden the armament we have available.
I don't want this to become a slugging match over which factions have access to what ships, I'd just like to see a fair distribution across the board. We all play this game to have fun (at least, I do) and having access to more toys only helps bring in more variety. Seeing one of these ingame would be a really unique experience- you'd just be sitting around chatting (or fighting) and the damn thing would be spinning and the fighter bay would be opening and closing and it'd just be AWESOME.
If you're against the aesthetics of the model, then I can understand that. It's not to everybody's taste. If you're opposed to the model for RP reasons, then look at the RP justifications of other factions to have capital ships. If you're opposed because you just don't like the HF, then you might want to cool off in the corner for a bit. It's okay to not like things, just don't be a jerk about it.

It'd be an interesting exercise to evaluate the Legion's in-RP strength in comparison to other factions. The power argument comes up a lot and I don't really have a definite answer to it. It might be something for your internal command to chew on, however.
As for the model, it looks a bit...uhm, old and dirty to me. Like the ship is outdated. Don't ask, I get weird vibes from ships sometimes.
I think too many small factions have big ship lines. The answer to any comment to that seems to be "well, small faction x,y and z have big ship lines, so why not us?" Which is a fair point I guess. But it doesnt solve the problem of "too many small factions have big ship lines." To solve that problem, small factions have to stop getting big ship lines. It has to start somewhere. Why shouldnt it be here?
Because you and I both know that this isn't about 'small factipns' having big shiplines. If you're going to commit to a statemate like that then let's play it your way. I'll support the HF getting their capline nuked if you support the sairs getting their capline nuked. Also goes for AD with the IMG caps.
But see, the 'sairs aren't 'small', because a faction's size just depends on how convenient it is for the person doing the judging.
I'll continue stating the fact that you people are making drama over a ship I didn't submit - goes for the HF side as well.

No, not really, the Sairs are the largest unlawful group in all of Siruis. The Outcasts are number two, the Hessians are number three, and the largest unlawful group in Rhineland. The Rogues are the largest unlawful group in Liberty, the Mollies are the largest unlawful group in Bretonia. The Dragons are the largest unlawful group in Kusari. These views arent dependent on how you view them, they are laid out in the lore of the game pretty clearly. Where does the HF fall into that, lore wise, because it has to be smaller than all of those factions, no?
Edit: And you will notice, most "small factions" lost their ability to use big ships way back in 485. The FA, The Hogs, The Unioners, The Bund, the GC, the LWB. None of them are even allowed by ID to fly anything bigger than a gunboat, when they were allowed before.
