We were told that, though, indeed, it is not a Navy vessel, after having pointed this out to the pilot in question, that as we were mounting Musketoon cannons and turreted versions of the same onboard our ship, we were prohibited entry from Liberty.
Firstly, the Musketoon series is sold on civilian bases, making it a civilian piece of equipment. Secondly, the laws of Liberty specifically state that all forms of weaponry are permitted in Liberty, with the exception of multiple "Kraken" or "Wyrm" class Outcast guns when mounted on a "Sabre Very Heavy Fighter". Regardless of whether or not the weaponry in question was produced by the GRN, it should not have been sufficient reason to deny us access to Liberty.
Regardless of these circumstances, Lilienne and I have talked it over, and we are more than willing to pay some sort of registration fee or even donate our weaponry to Liberty for research if need be ' provided adequate replacement, of course ' as we have heard tales of Liberty as the "land of opportunity" even in Gallia.
So, it comes down to this ' what can we do to get access to Liberty?
First of all, your interpretation of the law is more correct than what you claim the Fleet Admiral's to be. Despite the fact that he's my superior, I'll definitely take the time to remind him of which law he should quote in the future.
As it stands however, the only organisation from Gallia currently permitted in Liberty is the Gallic Council. This stipulation can be found in the "notes" section of the law.

As such, ships belonging to the Gallic Council are free to trade and escort within the borders of the house of Liberty. They are also entitled to the protection provided by the Liberty forces during their stay. Other Gallic factions, due to repeated hostile encounters, are not welcome. This includes Ile-de-France shipping, the Brigands and so on. Only the Council is permitted hospitality within Liberty.
This part of the law has existed in some form or another since the Gallia first revealed itself to the rest of Sirius. In addition, the Gallic Council was the only group which approached us in a friendly manner.
I'm genuinely very sorry that this is the case, but until we know more about such a large unknown, the entire house is better off being safe than sorry.

Mr Ludovic, I wish to thank you for being both polite and compliant. Your case will be reviewed, given you are not tied to any particular gallic group. While we do not allow the vast majority of Gallic organisations into liberty, we also would be interested in making some contact with more ordinary Gallic citizens.
I'm sure you can appreciate our reasons for eying your vessel with a degree of suspicion.

We are very eager to begin shipping Gallic goods to Liberty, and to see all the magnifique sights of Sirius, as I am sure that you can understand.
I am not sure if Sebastienne stated zis earlier or not, but, we are more than willing to provide information regarding the Gallic Royal Navy to Liberty if it will speed the process along at all.
Given their recent declaration of hostilities towards Sirians, we hope that such an offer will be seen to be as valuable as we believe that it is.

I've been authorised to grant you the right to visit Liberty at your discretion by Fleet Admiral Hale. I don't know how he intends to stem the influx of requests of a similar nature to yours, but I suppose we'll cross that bridge when we get there.
We do however, have one condition. We hear that Gallia produces many products, and while I'm not really familiar with their point of origin within your house, I know they do come from there. Because of this, we would like you to bring the following to the Republic:

Accept this, and once those small obligations are fulfilled, you can do trade to your hearts content in other legal goods. Please provide evidence here of your deliveries.
