"Attention all members of the Buro, both members of the Primary Investigations Unit and the Secondary Investigations Unit. This is Direktor Voss, It has reached my ears that our resources are being squandered in fruitless efforts to penetrate the New York defense grid, particularly those of Cruiser-Class.
While I am all for striking at Liberty's cold, dead heart, we cannot leave holes in the front lines by removing vital Cruiser Defense Units from the Texas and Hamburg theaters of operation.
From hence forth only authorized Buro Vessels may enter the New York System for the purpose of both Cargo Interdiction and the Hunting of Targets of Opportunity. Should you believe your ship needs to be included in this task force you must contact the BDM| first for authorization.
Failure to comply will label any and all units as rogue and the punishment will range from a fine to being stripped of authority and rank depending on the severity of the situation.
The War cannot be won without YOUR cooperation, without YOUR dedication to the cause. Victory through Obedience, Strength through Courage. Honour through Loyalty."

Herr Direktor, I'm afraid your information on current situation on the frontlines is not fully correct. What Cruiser Defense are you talking about? When was the last time you have seen Liberty Navy on our doorsteps. On the other hand, if you want to limit Rheinland's advancement into Liberty's Space, I say we fortify our front lines at Texas and establish our strong foothold there. That way we can prevent what you fear the the most - unexpected Liberty's Assault on our own territory.
I think it might be worth re-evaluating our strategic targets if we intend on winning this war. As last operations showed, our military had the upper hand against Liberty Forces in several previous engagements. We also, several times in a row, forced Liberty to withdraw their main forces from Texas and regroup them behind the Gates, for a counter attack. Each time we allowed them to safely execute such a regroup, our losses have been significantly increased. All our operations are meant to immobilize and scatter regrouping Libertonian fleet, and strike fear into their hearts, lowering their morale and combat efficiency against our main force.

"These orders come from the High Command, if we over-stretch our forces due to advancing too fast than it will leave us open to a Libertonian Counter-Attack. I understand you wish to win this war, however Rheinland cannot afford to over-reach it's fleets, especially with the recent economic difficulties making it hard to fuel the war effort. Rheinland must think realistically.
Our stance remains the same, remain out of the New York System and do not waste Rheinland's resources in the blind pursuit of the enemy. You are to occupy the Liberty Forces within the Texas system while the Rheinland Corps of Engineers prepares a 'special' package that will limit the enemy's field of operations. If you cannot do that than find me a Commander who can.

Very well, Herr Voss. Actually I am one of the few captains you got, who actually knows how to fight a war. I will make sure that the rest of our captains are aware of the new orders. Our Cruiser-class vessels will not enter New York System per your new orders.
