Greetings,

My name is David Leroy and I will try to introduce myself in a few words.
Born on Denver Planet, I worked until now as a freelancer trader and later, as a member of Interspace Commerce. After 6 years of work (of which 1 year as a official member of IC), I decide to move with my family, from Liberty in Kusari Space.
Together with other 4 friends, I formed a small group called Coalition of Independent Traders. In short, CIT is a very small legal coalition of independent traders.

About CIT:
- the main activity of CIT is to sell products from Liberty to Kusari and vice versa. - work carried out by us is absolutely legal and our transactions are comply to Kusari Legal Codex.
- all members of CIT are equipped only with a Firefly Transport, Freelancers ID and "CIT-" reserved tag. (We have also some IR-7 "Raven's Talon" Civilian Very Heavy Fighters and E78-12 "Spatial" Civilian Deep Space Explorers in order to protect our transport ships. We don't have any other ship types. We are traders not a military organization!)

Now... after a long internal debate, we decided it would be the time to build a house for our coalition, so we request permission to build a base in the vicinity of Deshima Station (Shikoku System).
According to section 8.6 of Kusari Legal Codex, we want to deploy our base in 6E Sector, at 4.2k from Deshima Station and 4.4K from Battleship Myoko. The name of our base we want to be Muroto Trade Center (Muroto was the name of a small town from old Japan, in Sol System).

About Muroto Trade Center:
- our base will have Freelancer tag.
- base location will not obstruct tradelanes, docking points or other areas of heavy traffic flow.
- in accordance with section 3, all members of CIT will never violate the cargo and equipment restrictions.
- we will incorporate the name tags of all lawful Kusari authorities into our base administration computer, so they can dock anytime there.
- our base will not be used as staging ground or repair depot for groups that are hostile to Kusari.
- at the express request of Kusari Naval Forces High Command, we will grant permission for inspection of our base (in this case, the password management will be provided only on a secure channel) to prove the work done by us is in legal terms.

As we not found any specification in Kusari Legal Codex about payment of a fee for placing a base in that system, please provide us more details if there is a tax.

We look forward for a response from you (hopefully it will be positive) and we will provide any other details about purpose of creating this base, on this communication channel.

As we see you already know all laws about base construction, but we want to remind you about two restricted modules, cloaking device factory and survey modules factory, they are off limits for construction.

About position, we would like you to move your base into opposite direction from Battleship Myoko, making it 4k to Deshima station and 12k to Battleship Myoko, or in any other direction that are not on patrol pathes from Deshima to battleship Myoko.

As to payment, there are no fees for construction in designated areas.

You have provided enough details to allow construction of your base, just remember to not be involved in any unlawful activities, because consequences will be harsh.

Greetings again,

First of all, I want to thank you for your quickly reply.
Well... we will comply with the requirements for location of Muroto base. It will be placed at 4k from Deshima Station and 12k from Battleship Myoko, as you requested.
I must to repeat: involved in any unlawful activities is not the purpose of CIT. We are traders and we develop legal commercial activities.

We also understand restrictions about cloaking device factory and survey modules factory. We do not intend to do that, but we want to know if it is allowed to build a Docking Module Factory and Defense Modules for our base, in future.

I inform you our base will be deployed in next 24 hours, after I will talk with all members of CIT.

Greetings,

My name is Joe Leroy and I'm the son of David Leroy. I have a ship called "CIT-The_Condor".
Unfortunately, station for which was submitted this request, was destroyed by unknown enemies, because my father did not build the shield quickly. Anyway... he decided to return in the IC. He give some money, and now, I took leadership of CIT. I talked with members of coalition, and we back again with demand for build a station in Kusari.

But, because we think the space of Shikoku System, is unsafe for our organization, please give us a chance to build our base in Honshu system, sector 4F, closer by Planet Honshu, by the following tradelanes: Planet Honshu -> Akita Border Station, as one of the locations allowed in Kusari Legal Codex at 4k distance from any tradelane (in triangle betwwen Planet Honshu, Akita Border Station and Aomori Station).

Of course, this station building conditions remain unchanged! Also, the name of that station.
