Fellow ministers, while Councillor Ikeda-san's heart appears to be in the right place, the Kusari Reformation Party can not condone this action as it stands.
Kusari is made great not through weakness to criminals but by hard work, determination and placing the needs of the state before your own.
Moral fortitude is the strength of Kusari, not victim mentalities to justify the slaughter of innocents and theft of peoples hard earned lives.
The Golden Chrysanthemums are not some oppressed people fighting for a better future, they are pirates, murderers, drug traffickers and enemies of the Kusari people.
They have sided with enemies of Kusari at every available opportunity, not even the Blood Dragons have sunk so low.
The only oppressed people are the victims and the families of victims, to the heinous crimes committed by these drug addicted criminals with no guilt for the actions they have forced on decent hard working citizens of Kusari.
Now we are to insult those very victims by showing them that although they are responsible for their actions and must live within the law of Kusari, these vile demons do not?
The very foundation of our society is that every man and women has a responsibility of living in a lawful manner and contributing to their state.
Why would we punish those that have done so by allowing the worst criminals Kusari has to offer, a freedom from those same responsibilities that we all are blessed and burdened with?
Will you, fellow ministers, head out to the orphanages where children are housed due to losing parents to these vicious attacks and explain to them why their parent's killers will be forgiven for their crimes?
Will you go house to house and explain to each widow that her husband's life is not to have justice.
The Kusari Reformation Party will support this committee when we can be guaranteed that each and every criminal that is accepted back first pays their debt to society in full by facing the full punishment for their actions just like the rest of us must do.
Surely if they are sincere and wish to reintegrate back to Kusari, and contribute again to society, you would no doubt see it as fair that they are treated the same as any other member of our great nation.
Only by staying the course of justness can we guarantee a nation that we can be proud to pass to our children, knowing that the rule of law passes equally for all.

My dear colleagues, to day I bring you a new proposal, one concerning a topic much talked about by economists and diplomats these past months.
As you all know, at the start of the current year the Kusari government imposed an economic embargo on Liberty as a consequence for territorial incidents. Although the studies presented to the Parliament were not very conclusive, the then government heeded the Naval Forces request to impose an embargo upon Kusari exports to Liberty, so that our neighbors would feel the inconvenience of displeasing a sovereign House, through the scarcity of important economical goods such as helium fuel and its derivatives.
This embargo has been in effect for several months now, and consequently fuel prices have risen in major distribution centers in Liberty, as well as other negative consequences to their economy and supply chain. Liberty government kept itself quiet over these months, enduring the bad situation without showing a hint of remorse for the causes that have taken us to this situation.
However, in the same period, there has been a marked reduction of traffic coming from Liberty, and a reduction of demand for commodities in other areas of the economy by Libertonian companies. While the other houses markets are somewhat soaking up the lack of of demand by Liberty, such a loss of business by one of our oldest trade partners is of great concern.
Also, the burden imposed on our forces to maintain vigilance against embargo breakers detracts from the efforts of the Kusari Republic to recover a working and functional military force of sufficient number, and might jeopardize it's response to more dangerous threats to Kusari and it's citizens.
With the sightings of Liberty military assets near Kusari space becoming a thing of the past, and having caused some damage to the economic flow of both houses, we of the Democratic Party of Kusari consider that the Embargo has fulfilled it's main objectives. Due to it's non-permanent status, and wishing to avoid further strain to diplomatic relations, the DPK proposes that the embargo against Liberty be terminated by the end of the current month (May).

Konnichiwa people of the new parliament. I shal first inroduce myself. My name is Yukio Hatoyama and i'm the leader of the Kusarian nationalist party. Hereby i welcome you to the first session of the new parliament.
Unfortunately this is not a happy beginning. I shal start with the recent "siege" of the Nebula Complex in the Crow Nebula, Kyushu.
In the second part of my message will go on the rising consern regarding Libertonian spies entering our beautifull Republic.
Let's start with the Crow Nebula situation. The siege has failed even with the aid of the Rheinland fleet and Gallic support. If we want to set an example to the rest of sirius and our population we need to act fast. I propose a new siege. But before that we need to emasculate their ability of shooting at the representives of the law. My proposal is to start a base-supplies embargo for the Kyushu system. This would remain in force until the base is destroyed. AS well allot of patrols in and around the Crow Nebula.
If this is not enough the KTA (Kusari Trade Alliance) says our KNF and KP did not handle the way they should have handled. They're charging the KNF to high court. For that Sans i would like to have that the gouvernment can speak with one voice. The voice of the law.
As second motion, the escalating numbers of Libery spies. We cannot let this happen! If they think that we tolerate this they're wrong. Togerther with our allies from Rheinland and Gallia we need to force another embargo. It seems Liberty has not learned it lesson the last time. We need to face the truth, if they keep spying on us we need to teach them some lessons.
Now it seems that the NKA can't think anything else but embargo's. Well that is our way to warn the others that you can't play with the feet of the mighty Republic.

I have just received word that the Nebula Complex has faced destruction at the hands of a KNF taskforce.
As such I believe that we may move forward and not waste anymore time on that issue.
Councillor, the Kusari Reformation Party stands by a strong economy for our people, this economy is needed to rebuild our beloved homeland and fund a lot of reforms that we believe should be in place to improve the lives of the Kusari citizens.
We will not stand on the side of further trade embargoes with any of our long term trade partners for any but the most dire of reasons and believe that the way to address any problems we have with our neighbors must first exhaust all avenues of discussion and diplomacy before even contemplating trade sanctions with strong economic partners such as Liberty.
As such I propose a parliamentary committee be put forward to ascertain the level of threat you speak of coming from the Republic of Liberty and how we may better protect Kusari interests before moving forward with any motions for a drastic answer.
Also on this matter perhaps it would be more prudent to increase the level of funding to an organisation specifically designed to deal with situations such as this.
As such I would also call for the current director of the Kempeitai to submit a report on the situation in Kusari as well as addressing what changes to the funding model may be needed and with this report, the committee may be better prepared to act.

Indeed you're totally correct, but in this matter we can not leave this unpuniched. Our friends in Gallia and Rheinland have enough stok to ensure the flow of goods within the republic. In addition with the recent reopened trade with Bretonia we're strong enough to afford this. May i add that the citizens of Kusari will not even feel the diference. If you're not conviced already there is something that you did not know what fitted in this plan.
You might know or not know that we have a nationalisation idea of the Sigma's and the GMG. This could give us another economical advance against those who are menacing the safety of Kusari. This could give us the the monopoly on as well H-fuel as Helium-3. Now this said it could also increase the safety within the Sigma's and it could become in our advantage if we want to start expaninding to "unknown" systems.
An increase of state expandature on military, police and Kempeitai would indeed ensure less Libertonians within our borders. Ofcource we all know we can' afford this with the current treasury. That's another reason to accelerate the nationalisation of the Sigma's.

Esteemed speakers of the Grand Assembly, it is a pleasure to work amongst this halls of honored tradition and might of the people's voices.
I shall now speak in regard of the several issues that the representatives of the New Kusari Alliance and the the Kusari Reformation Party have presented in their interventions.
We understand that it falls within the powers of the Kusari Naval Forces and the Kusari Police institutions to inspect and enforce the Kusari Law for space borne situations, and that the decision to intervene in the Nebula Complex was sound and with the consent with the opinions of the government in transition and the House of Councilors. In such cases, the requirement of deliberation of the lower house in such judicial matters would not only be incorrect, but would also hamper the good function of Justice.
What the DPK cannot agree is the ease that Kusari Naval Forces were able to quickly invoke the treaties of military cooperation with the Houses of Rheinland and Gallia to summon an unrestricted amount of military forces into the territory of Kusari, for the purpose of dealing with an internal criminal issue. Not only wasn't the Parliament notified of such drastic action, but there was also no no effective management or coordination with the foreign forces, which according to reports, were in such numbers that could have easily overpowered our defenses in some vital areas of Kusari, if that was their intention.
I must remind the Parliament and the Ministry of the Defense that, while Kusari has been making impressive efforts to recover its defensive capabilities, it has not yet achieve the strenght to completely fight a well manned foreign military power. Even if we manage to stall them on a single front, we could not achieve a beneficial outcome on our own. It is in these times that well thought policy will win conflicts, not careless strategical decisions.

Regarding the proposal by the N-KA about our affairs with Liberty, we take a similar stance to the one KRP presented, and categorically refuse any sort of embargo aimed at Liberty at this time. The Democratic Party of Kusari still remembers well the problems that this embargo has imposed on our relations with Liberty, as well with the economic downturn it has caused in our recovering trade flow with the foreign markets, hampering our export growth.

Considering the proposal concerning the Kempeitai institution, we support the request to summon the current director to present his reports of activities to the Parliament, and to submit a budget for approval within the coming months.
It is concerning that certain groups and individuals are spreading reports about foreign interventions within our territory, but hear nothing coming out from our own intelligence offices. Our lack of information hampers our capabilities to evaluate and react appropriately to events within our borders, and those outside as well.

As a last point, referring to the... idea that our colleague of the N-KA has presented...
I can only question the sanity of such proposal.
The Gas Miners Guild has been fundamental in the stability and development of Honshu and Kusari presence in the Sigma systems, through their autonomous exploration and infrastructure development. It's autonomous security forces and operations have avoided the Kusari Empire and now the Republic of Kusari billions of credits in efforts of securing the dangerous nebulas with costly military expeditions, in a region until now ill suited for the expansion of Kusari settlements.
Adding to the fact of the previously mentioned lack of military strength that Kusari currently presents, turning our blades to the backs of our allies and longtime friends would not only be dishonorable, but also highly suicidal.
Even if we managed to occupy any installations or bases outside of the clouds, prolonged strikes by GMG forces would wear down our sturdy but few forces that could be dispatched, and we would eventually lose more then could be gained.
I would leave the military chances to the Admiralty of the Naval Forces, but in the diplomatic aspect, it would only dig a hole for us to bury in, and only benefit foreign powers that would do better with Kusari out of the picture.
Therefore, the DPK rejects any plan of intervention against GMG territory or assets.

Before I end my intervention, I would like to offer a proposal of our own.
It is known that the last centralized space based Criminal Database is severly outdated, due to several changes within the Kusari State Police forces.
While we applaud the efforts of the most recent Kusari Police in establishing their own criminal registry, we of the DPK would like to see that effort expanded, and request the creation of a new Criminal Database managed by the the Ministry of Justice and the Ministry of Internal Affairs. In addition to the input and collaboration of the KNF and KSP in such database, we also request a general report center open to citizens and civilians to also be established, so that citizens with a strong sense of justice can report to the authorities those who commit wrongdoings in Kusari space.
Proposal: Creation of a new State Criminal Database Wrote:- Government managed central database
- Creation of infrastructures for Naval Forces and Kusari Police to collaborate with reports.
- Creation of a civilian reporting center for expanded coverage.
