Gentlemen. The Administrators latest transmission worries me.
Now do understand, I have total faith in Administrator Douglas and his ability to replace himself, however I must raise the point that, as the currently employed Chief of Security, and having chosen my personnel from my own people, there is concern that neither myself, nor Councilman Joseph Wolf, whom I represent here, was consulted prior to this decision.
Please, do not mistake this concern as a cry for a seat of power, that decision resides solely with Administrator Douglas, and the Solar Runners respect that, however there is the matter of the Security Contract, agreed with Administrator Douglas. As he is no longer the Administrator of Freeport 11, our contract to protect Freeport 11 and all it's interests are hereby null and void. I have been advised, by Councilman Wolf, to offer 48 hours for the new Administrator to offer up a new contract, in which you may lay out the terms here. If and when this contract is proposed, we will discuss if we wish to accept and continue in our current, or future position. If, however, by the end of the 48 hour notice period, we find no contract, or decide to decline, all Solar Runner personnel will immediately withdraw from Freeport 11 duties, handing control back to the Phoenix family.

It might come at surprise, yet I choose what is the best for us in the current situation. Phoenix offers us more leverage and strengthens position of Freeport 11 in the community. Solar Runners and Phoenix are the only Zoners I can put my absolute trust to. That saying, I do not want to see you go. While my own personnel detachment of guards may be sporting Phoenix colors now, their loyalty is primarily within me. I am willing to enlist you again: the deal will remain between me and Solar Runners, presuming you are not as well versed with Phoenix itself. I remain in nominal administration of Freeport 11 with few exceptions - I have to uphold Phoenix agenda and interests, which are not incompatible with mine or your own. With so called 'ambassador' rank, I will continue to run day-to-day operations with less worries about bigger picture such as wider diplomacy.
I offer you position of leading my own personal guard, as it is within my rights to offer. Since last fiasco in Baffin, I highly value additional protection I can get. Additionally, you are free to continue operating on amenities already leased to you specified through our last contract - I keep my word. Should you require more, we can of course arrange appropriate deal between Solar Runners and Freeport 11. You should also be aware that our security policies changed nil as Phoenix upholds similar standards to our own. Should there be doubt, I repeat that this contract will be exclusively between me and Solar Runners alone - meaning that you are not part of Phoenix group.
Forgive the late reply. Commander Spencer passed this on to the Council, where we have been discussing this at length.
This has been greatly discussed, many breaks, and many arguments over the comments and decisions we had. However, we have come to a conclusion that has been agreed upon. I have been asked to remind you that the Guardians, of which Omega team is a part of, are not a private military force. That said, the Solar Runners still see you, Ambassador Douglas, as a friend to us.
The Guardian team, led by Mike Spencer, was taken to protect the people of Freeport 11 from wrongful persecution, and to ensure that the people got the protection they deserved. Unfortunately, the Solar Runners have had very limited contact with the Phoenix, so we are not currently in a position to work in such close proximity with them. We respect them and their position in the so called "Zoner community", but our specific position with them is something that is too distant at this time. I must also make clear, we wish no diplomatic problems with any Zoners, which at this time encompasses the TAZ too.
I appologise for it ending so abruptly as this. I feel we made a good friend in you Ambassador Douglas, and I wish that friendship to continue, perhaps a drink sometime in the future, however we must both respect the actions of the Solar Runners are made by a collective council, not by one man or woman. At this time, it was, unfortunately, not favorable.
