The Civil Defence Initiative program was started during the first months of the Gallic Invasion of Leeds. Since then we were arming civilians with better weapons, modifying their ships and turning some of the freighters and the cargo vessels in to military escort ships. Nevertheless these are dire times and the unpredictable, and swift actions of the Gallic Royal Navy are forcing us to make yet another step forward in attempt to protect our Home. Due to fear of possible invasion on the capital the Ministry of Defense have decided to start the next level of civilian mobilization by arming and allowing them to use some of our armed forces technology.
The Prime Minister shares my concerns that the people of Bretonia must be given a chance to protect their Home by using the best of what we have left for they will be part of our last line of defense. We agreed to improve our CDI program by allowing our civilians to fly part of our fighters and bombers reserve. Nevertheless such a drastic action would damage the flow of ships forwarded to our armed forces so we've come to a solution: Planet Sprague - our newly found colony - is currently holding a large number of civilians, workers and engineers from Leeds which should be put in to good use. I am happy to announce you that we've decided to turn planet Sprague in to a center of this mobilization and headquarters of the CDI. That will be done by opening two factories on the planet's territory which will act as primary source of fighters and bombers for BPA and CDI. In this way the Armed Forces will have nothing to lose, while Bretonia as a whole would have something to gain - stable police forces, stronger civilian wings and more people to fly under our banner if the worst scenario is realized.
Now that I've informed you about our plans lets get to business. The government already made a choice about the location of the factories and some preparations are in effect. Your assistance is required in order this to be done as swift as possible. Representatives from BMM you are tasked to prepare a list of resources needed for these two factories. Representatives from Bowex, you are tasked with delivering the resources to Sprague. Just inform us what time you will require for all this to be complete.
At last I will inform you about the distribution of fighters and bombers from Sprague. These ships are property of the Crown but will be forwarded primary to BPA reserve in order to separate them from the production of ships for BAF from the other areas. Nevertheless BPA specialists will arrive soon after the factories have been completed in order to start a special training program for all civilians and volunteers that will join the CDI. All of these men will be given the ships of Sprague, to fly them on their own. The CDI, working together with our police forces will be responsible to muster the new technology, counter pirate menace, escort our trading vessels and keep the peace inside Bretonia while our Armed Forces will focus primary on the war with Gallia. As part of the CDI, Bowex will be able to receive ships from Sprague as well.

Good day Sir,
It's an honour to speak to you, I don't suppose we've met or spoken before.. My name is George Michael Richard Farthing, I'm the CEO of BMM. I spoke to my Directors and we created out a list, here it is.
This should be a sufficient amount of goods to construct the two factories. If supplies run out then we will have to organise another list with Border Worlds Exports to drop off the remaining supplies. I've already dispatched a large construction team down to Planet Sprague, I believe they're ready to go when the first supplies start rolling in. We have also estimated that once all of the materials have been delivered, construction should be done in 1 month. Our modernised workforce consists of many "fancy" robots which can speed of production 10X. We expect the factories to be running at full capacity one week after the construction, tests will be run after construction to make sure that all is functioning at a high standard.
I hope that Bowex can deliver these goods, all of which are vital to the production of our "game changing" construction.

I am happy to inform you that BPA specialists and mechanics have arrived onsite. They will secure the area and ensure the security of the factory is up to code for a facility containing sensitive government blueprints. Our mechanics will check that the factory is producing components of an acceptable quality and remain to test the prototype components and make adjustments as required.
We are currently setting up a facility nearby to act as a headquarters for the CDI in the system and to manage their deployment. Newly constructed snub craft will be transported there for distribution to CDI and BPA personnel. Training courses for pilots to acquaint themselves with the new craft are being developed alongside additional BPA inspired combat training in order to improve effectiveness and reduce losses.
In addition the Bretonian Secretary of State for Trade & Industry has ask that I pass along updates to the supply list. Gateway has been contracted by Sir Jones to deliver the following materials:

30k HazMat Canisters
30k Mining Machinery
25k Nuclear Devices
I've been informed that Bowex is no longer required to deliver the above materials as Gateway has offered a more competitive price.

I am pleased to receive the results of your efforts during these passing weeks. Your contract is signed and you can proceed forward with the deliveries. In order to keep this project level of security stable I would advice you to catalogue your progress in this transmission. You might want to maitain your reports in your own Bowex frequencies but once you have enough cargo delivered you can form a summary report and deploy it here.
To the BPA representative - your report is noted and I am glad that your job is done flawlessly. The order on planet Sprague is in your capable hands. I hope no problems will arise that you would not be able to maintain.

Message Contents: Might I just say that this is outrageous? How can Gateway possibly have gained access to this contract when it was originally classified and addressed exclusively to both Borderworld Exports and Bretonia Mining and Manufacturing as corporate partners? Moreover, how can Gateway have obtained said contract prior to a bid being placed by Borderworld Exports?
We will be expressing our extreme displeasure to the Minister, and obtaining legal guidance on the matter, specifically under fair trade legislation. This breach of protocol and professional courtesy is inexcusable and I demand an investigation be tabled immediately to ascertain how this lapse could have been caused or tolerated!
Time will inevitably prove the folly of this absurd decision. When the project is sadly delayed by Gateway's incompetence and shortcomings, Borderworld Exports will be able to do naught but lament the Ministy's poor judgement.
