Honourable Guild Masters,
My name is Roy McKenney, proud Dubliner and face of the Molly Liberation Army. You may or may not be aware of our group from your relations with the old Council, but, as is customary in my land, i thought it only right to contact you personally to declare our intentions. We are a fully functioning paramilitary organization consisting of long serving members of the Molly Republic, honourable men and women with a passion to free our home from the grip of its oppressors, the Bretonian crown.
The MLA is aware of the understandings set forth by previous Council leaders and wishes, as a hopeful opening to further negotiations, to start the formulation of an updated agreement between our two peoples. The IMGs position in Dublin has always been considered beneficial to both the Republic and the Guild respectively and as such i would hope an agreement could be formed that would benefit us both further.

My name is Jack Henderson, I was born in Dublin on the Hood, and part of me will always be firmly rooted in Dublin and its many struggles - struggles that have often cast the Molly and IMG on the same side.
I'm looking forward for discussing plans for future endeavours, and would like to use the opportunity to ask you as the Field Marshal about your stance towards the GRN. Molly groups have different approaches that I have seen varying between 'patriotic defenders against a foreign invading power' and 'reach independence of Dublin by allying with GRN'.

A pleasure to make your acquaintance, and always a pleasure to meet a fellow Dubliner of course.
I am pleased to hear that the IMG is interested in continuing it's fruitful relationship with the Republic. It is on that note that i would like to open our discussions with a question on a facility that has recently adorned the skies of Dublin not very far from Battleship Hood, the name of the station in question is Eldorado bar. Upon questioning, the owner of the establishment became somewhat unreasonable and refused to accept, to myself via private communication, or my fleet Captain present on the day, the Mollys claim to Dublin and the MLA's subsequent 'right' as it were, to regulate installations in the system, even at one point threatening to fram my good man O'Hara for an awful crime against IMG civilians. It has been deemed by the MLA that the station, in its current form, provides yet another asset of control to the Bretonian government by allowing them another launchpad for their operations in Dublin. This is of course unacceptable and we would be looking forward to remove the installation completely should a resolution not be found.. However, this man claims to be a representative of your group and as such we have decided to allow a short space of time for clarity to be ensured before any deconstruction takes place. I have attached to this communication a copy of our conversation with the bar's owner, the IMG's official stance on this station and it's owner would be most helpful.
As for your request for information regarding the MLA's standing on Galia, i can inform you of the following:
1: The MLA does not consider the Galian front as a threat to the Republic at this time
2: The MLA feel that, while it is in the interests of the Republic, we shall not be assisting Galian forces in Bretonia except for the removal of enemy forces in and around Dublin
3: Regardless of military support, the MLA consider Galia a prosperous trade partner and will be looking to expand on that front in the near future.

Alright, this feels like a proper Dublin affair, so let's get to it and try to smoothen it somewhat.
I have checked on Eldorado today and - as your scans have undoubtedly shown you - this base poses no danger to anybody. It is a purely civilian installation focussing on recreational activities like the casino, small races and betting, plus some accomodiations for miners, transport shippers and amenities, plus some storage space for cargo and ore.
Knowing the status of Hood, and the lack of quality amenities on that only partially repressurized former warship, the IMG Guildmastery gladly accepted the offer that the IMG Station Administrator Raymond Zimmerman made us some months ago. The station is well within 10k of Hood, an area that the IMG regards as space central to our own interest.
So, by looking at the rather harmless facts about this space installation, I do not see too much potential for conflict.
To answer your points directly, Field Marshal:
> Mr. O'Hara was likely not treated with the respect that a Molly deserves in Dublin. The situation however presented itself in a way that made the conversation unnecessarily difficult, especially with the Hood shooting towards the gunship, and some suspicious pieces of debris floating around. To sum it up: It's messy, on all sides. So I suggest we just forget about it and let messy things rest - all sides profit from this, I assume.
> Bretonian forces do not get another launch pad. They have always and will always be able to use the Hood for their operations whenever your or my people make the grave mistake to draw their attention to us and thereby 'invite' operations towards this part of Dublin. The Hood offers much better staging grounds for the obvious reason that it was built to host fighter squadrons, so Eldorado is militarily insignificant as a staging point to Bretonia. Generally, the situation in which the IMG is forced to nominally allow Bretonian ships (except BMM of course) on our bases has not changed - and Molly and IMG have always managed to somehow make this work. Eldorado does not change a thing in this well-known old dilemma. The only way the general issue changes is, if you manage to liberate Dublin completely - Dubliners can dream.
> The mentioned extreme case of removal of the installation should not be considered as a serious option and will not be necessary, as it is would serve no sensible purpose and additionally would run contrary to IMG interests in the area. I am sure that a solution can be found that makes a harmless civilian installation that is located directly inside the space surrounding our base acceptable to the long-standing friends of the IMG.
To conclude, I would like to request material of any relevant conflict that would make the Molly Liberation Army come to the conclusion that this civilian installation is any real trouble because frankly, I fail to see it.
In contrast, I think we should both visit the base, take a few drinks, have dinner and check out what qualities this base offers to us, have a talk with Mr. Zimmermann in person and figure things out the good old Dublin way.

Your response both impresses and humbles me. It is true what you say, that 'this is a proper Dublin affair'.. with that statement you not only show your great understanding of the Republic but also display a great consideration of our people's patriotism. You portray perfectly the understanding we have of the IMG, that being one that is compassionate to our cause.
The station was initially listed as potentially hostile following standard protocols with all stations forthwith that appear in the Dublin system without prior written consent from either the previous Molly Council or the MLA's Chief Of Staff. With the expanding of Galia's forces into Leeds cutting off the bulk of Bretonia's industrial power her mining corporations, as i am sure you are aware, have sought to further increase their gold operations in the system. This in turn has brought about an unprecedented rise in aspiring landlords to our territory building these 'pubs' which, if left unregulated, can become more than just places for passing travelers to 'grab a drink'. Where you do not see much potential we note that while the storage capacities of these types of station are mediocre at best they still allow for the trading of gold ore and, when that contributes in any way shape or form to the benefit of the Bretonian empire, it becomes a problem to us. Aside from that, as is the case with Elderado, when they are built close to installations the MLA and Citizens of the Republic frequent they become a possible hotbed for intelligence and armed forces agencies alike.
With all that said I am willing to accept that this is merely a misunderstanding and move on without the need for further clarification, on my side at least. Your reasoning for the station in its current form is sound and, should this be a one-off, i don't feel a need to pursue the matter further.
In light of the information discussed i would like to propose the following;
1: The IMG no longer accepts applications from IMG members or other affiliated groups for installations within a 15K radius of Battleship Hood, whenever it is within their capabilities to reject such applications
2: Docking is granted for all non-military [MLA] tagged ships at Eldorado Station
3: The MLA agrees to the understanding that ships identifying as [MLA] caught docking at Eldorado by Bretonian authorities will be struck from the docking access

I definitely share your cautious notion when it comes to more and more installations springing up. The IMG has no intention to build any more installations, as our operational capacities in Dublin are limited and will be limited for a while. Furthermore, I think that Eldorado satisfies the IMG's appetite for installations pretty well.
As for the gold trading, I totally understand your point and I would seek a deal with the Administrator of Eldorado that makes the installation useful for laundering your gold. I might sound egoistic, however: I'll have a much easier time camoflaging the operations when we can distribute the flow of Molly gold on two locations and thus filter it into the legal Bretonian markets via different means. This will make it much harder for BIS investigators to prove our little racket - and even if one laundering operation was found out, it would be much easier to sacrifice one and keep the core business concept intact. Spreading the risk makes sense in our business. I am absolutely sure that Mr. Zimmermann has a good understanding and that the cargo that he has reserved for cargo can be put to good use for the Molly - the same way as the Hood can.
To sum it up: In case the Guild is contacted or if I learn about building plans of IMG affiliated groups, I will tell them to contact the Molly, so that we can avoid trouble from the beginning. While the IMG| itself does not limit the freedom of our miners (as the name already says), we are not interested in conflict and can at least educate and warn of issues that might be unknown to some building projects.
To keep it short, the terms sound acceptable and I have talked to Mr. Zimmermann, who should be on board with them, too.
