How is everyone doing? We hope Bretonia is recovering well after the war. We won't beat around the bush anymore. The Sirius Syndicate High command has decided that we would like to place our first settlement on a planet of Bretonian origin. Which means you would have to sell us some land for it and give us a construction permit. Now, this being said there are some more details we would like to discuss. First of all, we do not know on which planet you would be willing to sell us some land. We do not have any particular wishes just as long as the property would have enough space for an academy-sized structure and a living complex suitable for one thousand(1.000) to two thousand(2.000) people. No major infrastructure is needed as long as you allow us to construct our own.
We would assume this isn't going to come for free, so we would like to hear your price. After all, we can't imagine the current state of Bretonia's finances as they did take some hits during the war.
The purchase isn't the only thing we would like to talk to you about. With this message, we would also like to offer our services to Bretonian companies, the army, and Bretonia itself. Bretonia being one of the first-ever allies we would very happily work with you again. As usual, our services include such things as bounty hunting, escorting, intelligence gathering, assassinations, and all other missions you could give us. Like usual mercenaries, we work for money but don't worry, we wouldn't go too harsh with payment on an ol' friend. Please do let us know what you think.

Firstly, it would seem necessary to remind you that this is a government that you are dealing with, not a corporation, and that it is you who is requesting something from us. The Office for Trade and Industry has found your tone disrespectful ("Which means you would have to sell us some land"). The Kingdom of Bretonia is an independent state and we do not have to do anything that another party demands of us unless there is a treaty which explicitly says so. There is no treaty between us yet.
However, the Office for Trade and Industry is aware that mercenaries tend to employ a kind of language that is more down-to-earth than what we are used to due to their difficult lives, and we are still willing to do business with you, provided that gaffes such as this one never happen again.
Before we do business, the Office would like you to clarify whether this "complex" that you speak of is supposed to be a settlement with its own amenities and infrastructure, or only a building.

First of all, please excuse us. In no way, shape, or form did we mean to be disrespectful. It is in our best interest to be polite. This was a misunderstanding, we do not wish to be demanding. So once again, please do excuse us. We show total respect towards the government of Bretonia and would like to use this moment to remind you that we have cooperated in the past. Now we can proceed with the details about the "complex", we would like to construct a group of buildings, most likely a series of apartments accompanied by a single academy-sized structure. This would serve as a training and education facility for mercenaries and Freelancers alike. These buildings would be connected with simple infrastructures such as roads and a single landing pad for transport vessel that are, atmosphere sized. That way we can import materials and goods to our settlement. We would assume that multiple permits would be needed for this and possibly some more details. We're awaiting your reply.

We believe that one(1) square kilometer of land is enough for our current plans. Should we require more, we will most certainly inform you. We are also interested in the details regarding the land. Such as it's proximity to other settlements and landmarks such as lakes, seas, rivers, mountains, forests, and such. Since we will construct our own infrastructure we would also appreciate a building permit. The price isn't a problem.

The Kingdom of Bretonia is willing to sell such a piece of land on Planet Carlisle for 100,000,000 credits. Please be aware that what is being sold to you is only the right of usage and exploitation. The land will be your party's private property, but Bretonian law will still apply, the same as over any other private property in Bretonia. I must also stress that, should any gold, diamonds, alien ruins or swans be found on your land, they will be the sole property of the Kingdom of Bretonia. You could purchase the right to gold and diamonds for additional 200,000,000 million credits, though I do not consider it a wise option. Although we do have some general insight from a small number of expeditions and surveys from space during the time when Carlisle was almost inaccessible, none of the land has been surveyed in detail yet and we do not know what resource deposits Carlisle holds precisely nor where exactly they are.
If alien ruins are found, they are considered a potential threat to national security and that is why only the Realm holds a right to such within its borders. As of swans, all of such within the Kingdom are legally owned by the Queen.
The Office for Trade and Industry would not mind if you chose the location of your desired square kilometer at your own will. Although some areas of Carlisle are still scheduled for decontamination, there is a lot of land still available because the refugees have only started arriving.
