This facility has been set up on a secure Liberty Navy server for all lawfuls to report specific unlawful behavior by Freelancers, Mercenaries and Traders (Smugglers). It has been done in an effort to centralize the information of all those who would do harm against Liberty without being specifically identified as an unlawful of Liberty. When on the field, it can be hard to get access to such information in a short amount of time, meaning Officer's lives are put in danger due to inefficiency.
If the Liberty Police want to use this channel as a means to keep tabs on the fines that smugglers and such owe the Liberty Government, they are more than welcome to do so. I only ask that a High-Ranking member of the Liberty Police force approve this channel as an official means of tracking down smugglers, as so not to cause confusion in the future when an officer refers to this channel.
Know that only other lawfuls of Liberty have access to this channel and all information over this channel is completely secure. Note that proof of the target's hostility to Liberty must be provided or at least testimony from another lawful officer.

During my rounds i spotted a Bounty Hunter Gunboat attacking a Navy Patrol, i engaged him and took his shields down, but he managed to get his Cruise Engines activated.
I am recommending that the BHG be contacted and D3-SLIMPICKENS be KoS to all Navy Forces.
I appreciate the Liberty Police for responding so fast to the initial communique, I hope the Police Chief sees this new facility as a benefit to the security of Liberty. Captain of the Victorious, first of all, thank you for doing your righteous duty and reporting this Hunter here. Secondly, do you have any proof of this attack on a Navy patrol? Any proof or other witnesses would certainly be helpful: I don't want to put a Bounty Hunter on the list until we have damning evidence of his betrayal.
Its not personal, Captain, the Bounty Hunters are a valuable asset in Liberty and I wouldn't want them to get annoyed at the lawful forces, you understand, right?
This smuggler refused to yield for a cargo scan. I managed to get one anyway and found a huge haul of Cardamine on board. Naturally he also refused to give the Cardamine up.

Failing to Yield to the Command of a Lawful officer: $5mil Fine
Failing to drop Contraband: $5mil fine
Failure to pay fine for smuggling: $10mil - Its doubled since the target failed to pay up
Total: $20 million Sirius credits owing.
