I am Requesting a Permission for a Special Project but I would like to talk in ''more Secured'' Channels if this is possible. This Project will go really big so you have please to understand why I am so careful with Informations that I am giving out.
You'll forgive my surprise at hearing from you or Blackpool Industries with this sort of request. Given your past history with the abuse of the Defense Annex and its position, I would be doubtful of any new proposition you had. Allowing the Production Facility to remain was enough, we felt.
For one thing we in the War Cabinet will still require much more information than this. You'll find this channel quite secure already, and of course open to all those who would have a say in the approval or denial of whatever you have planned.

This Project Codenamed : ''Blackpool City Evolution'' Is planned in Manchester
It is planned as a Base by Base Project 7 Blackpool Bases Formed around Blackpool Production Facility in a Diamond form. It willnot block Traffic or anything . It will be kinda a little City where anyone can Shop and Stop or Store Stuff. Whatever you seem to fit into it. Current Plans are in Blueprints but so it looks like at the moment :

As the main commercial enterprise of Liberty we wish to assist in the development in the current changes of Bretonia's War efforts against Gallia.
Due to the war, the market prices in and around Bretonia are dropping and your markets as you know are dwindling and are falling.
Universal Shipping would like to introduce the Blackpool Industries as a shopping zone for Bretonian folk internal and external vistors to improve the living qualities of Bretonia.
The design of the blueprints as provided by Luke apply this city to be built out of the way of any current fixed station, trade lane, jump gate or jump hole built in and around Manchester System.
I've been told by Aiden.Able of the Bounty Hunters Guild named (Ables Aces) that they will be in charge of protection services of Manchester whilst the build commences as they are fully licensed by yourself to shut down agitators and pirates in and around Manchester. So you need worry about the defense and pulling out extra Bretonian officials as they won't be needed but are more than welcome to come.
As President of Universal Shipping, I urge you to say YES.
The IMG was approached by the management of the "Blackpool City Evolution" project to reply to this channel in order to confirm the participation of the Independent Miners Guild in the project, if permission is granted by Bretonia.
Obviously, trade restrictions and laws would be kept by our pilots. The Guild's task would be to help in initial construction efforts, which would likely result in substantial amounts of cargo being moved into Bretonia, and Bretonian cargo exported on the outward flights.

I can confirm that those two factions are approved to be within the Build-Prints. Atleast if the Government requires more informations we are here to answer them. We are just missing a Reply from Kishiro right now. But we will clear that out soon.
