Effective immediately, Nacion Maltese is in total state of chaos. The administrator team have decided to consider the recent developments as a valid part of the server roleplay and hence instead of hammering it down, we're allowing it to progress to see where it goes. This means Contari Lance (CL) and the Ghosts of Razgriz (101st) are free to shoot eachother without being in violation of the server rules.
This, however, comes with a few side-effects and strict conditions:
Official faction rights of both 101st and CL are temporarily suspended. This includes FR2 and FR5, which in simple means as things currently are, you cannot dictate what should or should not be done by your indie players, and the admins team will not be processing any FR5 requests filed by either of your groups.
Independent players and allied groups (GC, Rogues, etc.) can join the fun and shoot Outcast IDed players without being in violation of the server rules Only if grouped with either 101st or CL at the time. This means no indies flying around shooting eachother whenever they want, and official factions are also responsible to make sure these players don't switch sides without sufficient roleplay backing it up.
Omicron Alpha is considered a nation-wide no fire zone. Feel free to shoot eachother all day long, but long as you're in Alpha, you should not be risking lives of the civilian population and should keep your weapons offline. If you start an argument in Alpha and things get out of hand, think of the children and move to one of the neighboring systems before starting your pretty fireworks.
This does not effect the reengagement rules. The only rule changed in regards to this incident is 6.9 under the abovementioned conditions.
Admins team reserve the right to pull the plug on the whole thing if it goes south, so you'd better play it nice and clean and aim for the fun rather than using this as an excuse to push for any opinions you may have about eachother on an ooc ground.
With this, go out, shoot eachother, roleplay it out, and have fun. The RP side of this mess will progress depending on how the two official groups decide to handle the situation. We'll keep you posted.

A clarification of the engagement rules for this civil war:
An OC vs. OC (and any other appropriately-IDed player within their ZoI to side with one group) engagement must be started by either the CL} or [101st]. Being in group with some off-plane or docked player is not enough. If all the officials die the fight can continue.
With Outcast internal matters finally settled down InRP and civil war coming to an end, engagement rules regarding Outcast IDed players is now back to normal, and the rights of both official factions are also restored.
