As for GAT being "Royal", well, Council using it makes sense as much as Liberty unlawfuls using Bison makes sense.
Also, while nowadays the GAT is no longer sold on Council bases, it used to be in 4.86 afaik.
Though in light of recent re-reading I've done, Gallia could use some medium sized and small sized transports.
The large ex-GRN population in the Council seems reason enough to use it for them, I suppose any "pirate" one could have been captured. A better comparison would be Bundschuh flying RM stuff... oh wait, that's a thing.
Unlawfuls can use their house transports by the same reasoning.

That's kinda logical, if you'd want to have the majority of commerce under total control, you'd have the corps handle it, not civilians. And then you handle the corps, having all the control at yourself now.

That way of thinking led not only to navies being scrooges to own corps when it comes to flying "their" tech but even police factions nerfing themselves by not flying "navy" fighters, bombers, gunboats...

Sirian houses have sector-wide civilian transports in addition to their own house civilian transports. Not counting the mining ships and liners, that is already a fair amount of choices. Gallic civilians are inRP only using Gallic transports, but the only small/medium transport that they have are inRP a mining ship and a military shuttle. Granted, they are good ships, but neither of them are really RP-justified. Gallia lacks a ship like the Mammoth, Behemoth, or Percheron.

GMS definitely support the Council, but it wasn't as explicitly stated who Solar got their tips to move out of the Borderworlds from. There haven't really been all that many factions on the ID, but I had thought it could be the Brigands for some variety. To be honest UC would be better but the extreme hatred is kind of a downer on that.
Then again, Starsunder, if everywhere is so safe why would you fly a smaller ship? The King protects all on his lanes! Fly the biggest tax bracket transports available and fund Gallia's divine right to revenge upon the cursed Bretonians and beyond!
