For me, I've been accosted by Liberty navy vessels when I was below level 30. He proceeded to lecture me for mooning him when he told me he wanted to scan me. He told me that if I wasn't such a low rank, he would have fined me 10 million, and or, sent me to prison for my lack of respect.
To me, the RP is fine. I'm not gonna nitpick over someone trying to roleplay the ranking system.
I probably won't say anything like, "You're lying, you're ranked lvl 90! Fork over the dough."
Maybe something more like "Hmm, that ship looks expensive and those guns ain't cheap. Cough it up, pal."
Did I get my information from the ranking system...Yes. Did I actually mention the ranking system by name?...No.
No, it's not something you can see inRP. Don't talk about it in an RP sense, especially in local or system chat.
However, piracy negotiations about pricing tend to be about "how much money the trader will make" etc.
A lower-ranked player does use the "I don't have any money" excuse you can believe him ooRPly and base your RP on that; if he is level 90 you can RP that you think that he simply doesn't want to pay you so make with the shooting.
Ok, thanks for the info, I get it now. It is ooRP to mention it in the conversation, but it might be used as a minor point of reference when determining the demand (e.g. not asking 10 mill from an lvl 39 player).

Doesn't really work that way, he could have 500 million in his bank char.
I just ignore level completely when I'm pirating, and just go on vessel size/cargo type, if they really don't have the money to pay, they won't be making that same mistake again.
