If you think all you need to run a good server is ram your sadly mistaken - and that's before we go into things such as the amount of bandwidth the connection to the server gets and how much that costs.
Server Specs
I'm saying based on this information I believe an upgrade of the RAM & HDD would help improve the overall server environment, never said thats *ALL* the server needed to run smoothly, but it's a suggested start at upgrading the current hardware. From looking at the CPU and budget it looks like upgrading to a quad-core CPU supported mobo could vastly improve the computing power of the server.

You missed the "old HW" bit there; that was indeed the specs of the home-built server Discovery had back in 2010, but Discovery RP 24/7 has been running on a rented dedicated server somewhere in Germany for the last three years. I don't really think the server hardware is what is holding us back at all, IIRC, it's mostly the single-threaded nature of FLServer that's an issue.
