Kallisti Captain. I thought i should outline things in a seperate transmission.
Now, on to your concerns:
1st, the route: The H-fuel would travel from GMG bases in eastern Kusari and the Sigmas through to Tau-29, which is quite safe for TAZ vessels, where it will transit Baffin and the barrier pass to liberty. It is rare for a pirate, barring the "xenos", to pirate a TAZ transport as the repercussions can be quite.... discouraging for the pirate. As for the Gallics, well they rarely (if ever) venture into Tau-29 so that is not an issue.
2nd, the deliver point: Our smaller transports have the necessary docking mounts to dock in your space, however our Whale class transports do not. That can be side stepped by employing dockable transports or freighters to facilitate cargo transfer. The precise delivery station can be negotiated should things advance.
3rd, Kusari: It is well known that the TAZ enjoys a close and prosperous relationship with the Gas Miners Guild, so TAZ transports moving H-fuel even in large quantities would not arouse suspicion, except perhaps from the most paranoid kusari law enforcers.
There is one issue i would like the raise. That is cost. While we of the TAZ are not as commerce minded like our cousins of the OSI, we do require funds to both maintain the varied TAZ fleet, our holy temples and also to spread the word of Eris.
We would like to hear your proposals on a suitable price, whether it be credits on delivery or lump sum payment post delivery as some corporations operate these days.

You've evidently put some thought into this proposal. It's gratifying to see that corporations of Kusari do not share their government's approach to trade. While the Department of State is involved in ongoing negotiations with the Kusarians to remove the blockade, I have no issue in utilizing the ships of the TAZ to supplement Fleet fuel supplies.
Planet California Minor is currently serving as a staging point for our resupply operations, and is well equipped to handle any ship your people'll care to moor. The Logistics Corps will pay 1.000 Standard Credits per unit of fuel delivered to Melville Spaceport on California Minor up to a maximum of 30.000 Units. Payment would be sent as cargo was delivered, with stores checked every twenty-four hours. Melville's a civilian facility, so I don't foresee any access difficulties.
I cannot promise Logistics craft will be available to assist in cargo transfers. By their nature, Fleet operations are flexible, and they demand the same flexibility of our people. However, Pennslyvania is frequently home to a large number of freighter pilots. I don't doubt you'd find one or two willing to assist you in unloading. Consequently, for any Pennslyvania-based freighter employed as a cargo shuttle, the Logistics Corps will allow an additional 400 Credit allowance per cargo unit to cover wages. It is my expectation that that payment will be passed, in full, to the Captain of the freighter concerned.
