Greetings to the respective leaders of both your organizations,

I am Senior Judge Yohance of the Bretonian Intelligence Service. I am contacting both your groups today as I believe we have much to discuss. You see, I believe there is an opportunity coming that will serve us all.

Our contacts tell me that the Maquis are a well organized group of terrorists who found the ways of the Council too short sighted and emotional to deal with the Crown the way it was meant to be. Willing to kill without remorse and don't care about the consequences of their actions as long as their goals are met.

Those same contacts tell me that the Unione Corse is a large "commercial" enterprise that while it dislikes the Crown, is mainly focused on making a profit. Moving cargo, legal or not, through the Gallic house and if possible, beyond it.

I do hope I did not insult anyone just now with these statements, because these are exactly what we are looking for. Now you may be wondering why I am contacting both of you together and not separately. Simply put, we are short on time to get our new operations underway and I just assume save you both the time of reading two virtually identical letters.

To the point, we are in need of certain things, information, materials, targets, etc. that I believe between your organizations can be supplied.

Information- We have very little information on the Gallic systems. We need information on the back doors in and out of the space. We also need to know where the Gallic fleets are built, shipyards, supply centers, places where explosions would be hazardous to the GRN's health.

Materials- We are in the process of building something to be used against GRN. I won't go into the specifics right now but towards this goal, there are certain materials common to Gallia that we want and can pay well for.

I know that my predecessors have had virtually no contact with either of your organizations. I know that some of your people have even had problems in the past with others that we work with and as such, have no reason to trust us. Let me assure you, that feeling is mutual. However, I have never allowed such a petty thing as trust ruin a good relationship. Maquis, your going to get a chance to create brand new problems for the GRN. Unione Corse, your going to have a chance to make a profit and perhaps even expand your trade network.

Bonjour, Judge Yohance. I am Arek Maxim, responding as a representative to the second intended recipient of your transmission.

Your communique came as a surprise to us, with quite blatant accusations as to what you believe to be our "Modus Operandi", and with no supporting references to assure us of how genuine your business proposal is nor how you came by any of this information. There is also the matter of, shall we say... a lack of manners, from those using similar 'Judge' identifiers to your own on previous encounters with our pilots. Reports indicate such encounters to have be either extremely evasive, or downright threatening, so you'll have excuse us for being skeptical right now.

Before your proposal is given further consideration, we wish to inquire exactly how you came by our organization, these claims of information about us, and why the sudden mood-swing. We also respectfully suggest separating such joint-transmissions in the future for transmission security, I'm sure an agent de renseignement can understand the need for such. Finally, monsieur, "Quid pro quo"; you ask something of us, but we have yet to see what you offer us in exchange.

I imagine it did come as a surprise and indeed I was quite blatant in my statements. I do apologize if my manners have come off as unrefined in this regard, mais pour des raisons de rapidité, j'ai besoin de savoir si ces rapports étaient vraies. I also was unsure if these frequencies I was provided with would work. People tend to come out of the shadows when they are insulted or when it buys them something. In order, knowing about your organization was easy, your ships have been in Bretonia before and we have contacts within both that corupted excuse for a police for Gallia has and with the Council who are aware that we were preparing to contact you. The claims of information about your, shall we say, less then legal pratices, lets just say your few ships that have made their way into Bretonia need to learn to not assume just because no one is on their scans, that they are not being followed.

As for the mood-swing as you put it, that is the simple one. You have supplies, ships, maps, and people willing to get the job done that are quite adept at slipping past the war conducted through the militaries of both your house and mine.

Governments have policies about dealing directly with other groups. Papers and papers, and procedures and taxes and.....I could go on but what would be the point? I do not have all that oversight, and I do have the ability to grant deals that would not normally be possible through official channels.

Your reports of encounters with my people I imagine are correct. Evasive is what they do, threaten is what they are good at. They also all work for us. I order them to treat you as their closest lovers, then that is what they will do. Leading us to the end of all this, the "Quid pro quo", what can I offer you. To that, it wildly depends on what you can supply us with.

I have given you a list already of the supply's we are currently looking for along with the information we require. As you might have already guessed, there is more of that to come should you be interested. For the short term, I can offer you certain tangible things, perhaps even loan a pilot of two to track down your business competitors and.....convince them they should retire. What I give begins with what you can get and more over, what do you want?

For the long term though, that I may have something of greater interest to you. You wish to expand your trade empire, yes? You must be aware of the trade embargo on all goods moving between Gallia and Bretonia. In exchange for your long term help with not just this, but other items of need as well, I believe I can have the embargo lifted on your ships. Perhaps even convince the government to give you permission for a permanent base of operations, giving you a greater means to reach the rest of Sirius. Very few organizations can gain that kind of reach.

I hope you have a good picture of what I am offering you now. This isn't just a simple one off agreement, but the building blocks for a long term one that greatly benefits us both. All of this begins with a simple question though. Can you get what I have asked for and if you can, can you do it in these quantities?
