Allow me the honor of introducing myself.

The reason I am sending this message to you is that the time has come for us to move forward and not to relive the mistakes of the past.
For centuries Bretonia and Samura had a very profitable and stable business relationship that benefited both sides and instilled trust and cooperation.
This relationship suffered a major setback as both Bretonia and Kusari engaged in a campaign of hostility and destruction that neither side benefited from and left both nations in the position they are in now.
I am a businessman and as such I will not comment on the reasons of the conflict nor place blame at either party.
All I will say is that this conflict represented wasted opportunities and needless death for all concerned.
Not only this but in a few short years our relationship which took centuries to mature to this point, progressed to a level that I can truly say can only improve.
This is the point of this communication, Samura wishes for such improvement.
We see your difficulties during the trying times of the Gallic offensive.
We see the danger to Sirius that a triumphant Gallia represents.
As such along with wishing to improve our relationship, we wish to put Samura to use supporting your economy and supply chain.
Samura is the largest business concern in Sirius.
We have a larger trade fleet and travel to more locations than any of our competitors.
Not only this but we produce many goods that are needed by Bretonia as well as have a need for many of the goods Bretonia produces.
I am sure you can agree with me when I say that opening the door to Samura will benefit Bretonia.
It is with this goal in mind that I would like to formally request from the Bretonian government open access and trade rights for Samura within the kingdom of Bretonia.
If you agree with this request, we will begin trials to ascertain the best way of supplying your needs immediately.
It is time we move forward and heal the pain of the past.
It is indeed true that our grand house once shared a prosperous trade relationship with yourselves at Samura Heavy Industries, and in these pressing times, it is an understandable claim that reigniting this relationship would assist us, as well as yourselves.
I am glad you still understand the threat Gallia poses to all, and not just us here in Bretonia. Your work with the Exiles who occupied Leeds did not go unnoticed, and as such does support your statements.
Now, onto what you request of us here. Whilst it is true that opening our doors to you would be beneficial, I must also request you push for your own government to open the doors to our nationalised corporations, namely Borderworld Exports, and Bretonia Mining & Manufacturing. Until this occurs, I cannot allow anything more permanent than access on a licensed basis, which will go a long way to assuring your place in Bretonia. Payment for such license will not be a standard lump sum of credits, but rather a payment in materials. I would ask you deliver at minimum specifically selected goods to us, and in return you will be allowed access. When access is opened to Bretonian corporations, we will then formalise a completed "Trade Treaty" with the Kusarian Government.
However, before I can give a formal numbered and named list of parts required, there are a few further questions I need answered. Your answers to these will be presented to the Government and War Cabinet respectively, for furthering the decision making process on your entry request.
My questions are rather simple:
Our sources tell us that corporations of Kusarian origin have access to Gallia. How are we to be assured you will not use further knowledge of Bretonia to further your own relations with the Gauls?
Would you be willing to pass on information about Gallia to Bretonian Lawful Forces, in the means to aid them in any future operations they partake against Gallia?
What commodities could you bring to us in larger quantities, bearing in mind that our main needs are currently for warship and fighter/bomber class vessels for the war effort?
Your answers to these will be presented, and used in your case with the government.

Very apt questions considering the circumstance, I shall attempt to answer each to the best of my ability.
Your sources are indeed correct in that Gallia was opened to Kusari corporations after the conclusion of their conflict with Kusari.
Both Kishiro and Samura were granted access to the area.
While it may seem strange, Samura has nothing to gain in using this agreement to gather further standing with the Gauls, this is for a couple of reasons.
Samura shares a business partnership with Gallia because for one we benefit with all traffic between Gallia and Kusari heading past our assets which are commonly used as a way station for the long journey, this does bring in a considerable amount of investment for Samura.
The other reason is that Samura sits in very vulnerable position since many of our assets are also within striking distance of Gallic forces, to openly turn against Gallia would be tantamount to suicide and hence we are in much the same position as the IMG when it comes down to security with regards to the Gauls.
While you may think we could use our relationship with Bretonia to gain favor, I will state that the arrogance of the Gauls is such that they do not consider Bretonia enough of a threat to warrant such tactics to ensure their victory.
I will also point out that Samura has taken a leap of faith in this agreement as we have been the ones to place ourselves in a position of weakness by communicating with Bretonia who may of if so inclined, attempted to weaken the House of Kusari in the Gallic eyes by leaking this very transmission to them.
Your second question asks whether Samura would be willing to pass along any information to Bretonia that may assist with your defense.
While Samura is not privy to any military secrets of the Gauls, we would of course be willing to pass along any information we have in regards to fleet movement with Gallia as well as any information that we happen to come across.
The goods that Samura can deliver to Bretonia from our exclusive assets that are in high demand from Bretonia can be broadly placed into two categories, military and non-military.
Military goods are H-Fuel, Ship Hull Panels and Quantum Multiplexors.
Non-Military goods consist of Alien Organisms, Furs, HydroGro, Kyushu Rice and Pearls.
These goods are available for Bretonian consumption at request.
Of course Samura Omotai Zaibatsu is at it's heart a transport company and as such we are well suited to act as a middleman in the delivery of other goods you may require at our standard transport rates.
Ms Winchester-san, Samura has approached the Kingdom of Bretonia in good faith and has remained honest about our intentions, we have previously attempted to place pressure upon the Kusari Republic to allow other Bretonian Corporations into our economic sphere and shall continue to do so, you can find proof of this which has been sent to the Bowex corporation in the past.
I am afraid that the government along with their Kishiro backers have remained very adamant about not allowing Bretonian corporations into Kusari.
While I understand the stance of both Kishiro and the Republic in this matter, it is wrong and as such Samura will continue to do what we can to guide Kusari on the correct path.
Until such time as they come to see reason, which I would not my breath for, Samura asks that you not place us in the same category as them and instead judge Samura on our own merits.
The government has found your answers to my questions satisfactory. We understand your position is difficult, so any information is appreciated in any and all forms, the Armed Forces and Intelligence Service being the ones who would need to be contacted in these circumstances.
I must also request you continue pushing in campaign for our corporations access. This is the only way our government will agree to free, open trade rights to yourselves, and Kusari proper. Until then, a "license" of sorts, as mentioned before. Standard licenses require credits, but we would ask, so it works in favour of yourselves, that you deliver a set amount of goods per month, and then any extra you may wish to bring to us. The minimum requirement is as follows:
We require a minimum of 10,000 Ship Hull Panels per month, delivered to Southampton Shipyard.
An Additional 10,000 Quantum Multiplexors, also delivered to Southampton Shipyard.
This is a beginning, we would still be accepting of more, alongside goods for the people of Bretonia, outside of our military requirements.
We ask you complete this monthly, and these minimum requirements will be removed when the full Bretonia-Kusari trade treaty is formed, with access for corporations of either house unrestricted. That aside, the house of Bretonia will always judge a group of individuals on its own merits, this is just a measure the government feels necessary to protect house nationalised corporations.

Your hope that Bretonian corporations such as Bowex and BMM can once again trade in Kusari is an honorable goal and we shall do everything in our power to help see this dream become a reality.
Breonia and Kusari have a mutual interest in peace and it is my hope that both parties realise this and work together towards such a fine goal.
I have ordered trade assets to begin arriving in Bretonia and you should start to see the benefit quite soon, materialised as greater access to Kusari goods, cheaper fuel products and greater export numbers to Kusari markets.
While it saddens me that companies such as Kishiro Technologies push for more and more control of the Kusari Republic be granted to Gallic interests, Samura fights against this move everyday as we strive to make sure that Kusari stands on it's own feet and hopefully Sirius can return to a state of peace and normality as soon as possible.
It is promising you find our terms acceptable. This will go a long way in your case. The House of Bretonia also seeks peace, and these are the first steps on a long, but thankful road towards that. We must also thank you for your continuity in working for our own corporations.
All that is left to say is that we expect a completed delivery report here monthly, showing the goods delivered. Any additional goods you may deliver is at your own discretion.

I am pleased to announce that goods have started flowing into Bretonia with our vessels now traversing your tradelane network.
We are very pleased by the welcome we have received for the most part from the people of Bretonia and it is quickly becoming business as usual, a very good sign of things to come.
One incident is worth mentioning, one of our vessels was stopped by a secondary member of the BPA while traversing the New London system.
It seems there was a matter of confusion since Samura vessels are still listed as unfriendly entities within the realm of Bretonia.
I am thankful that the matter was talked out and no shots were fired, the transport was thankfully piloted by a captain who has had some diplomatic experience in the past.
I would like to ask that Samura Omotai Zaibatsu is removed from the unfriendly list so we may avoid these kinds of confusion in the future.
This would no doubt be of benefit to both sides as it will expatiate trade and free up valuable law enforcement resources so they may concentrate more on the defense of Bretonia.
Samura will also be applying for a license so that we may export goods from Bretonia back to Kusari via the Taus as well as some other routes we will be using.
