I have just be killed by someone in Omicron Kappa and thye made no attempt to RP at all. All they did was fire cruise disruptors at me until the nomads killed me. He didnt fire a single shot at me apart from that, and never said a word.

Its not breaking a rle, but just bad gameplay and as mentioned, being a dick to others fun. You cant report it and at the same time, it is not considered a good act anyway. Just put up with those idiots.
As far as I know, the line in the ID, "can engage freely" means he does not have to make a demand, or he does not need an RP reason (piracy, hostility, war, etc) to attack, BUT engagement notices are still MUST be made. Ot this is waht an Admin told me when I asked last time (maybe back in 4.86, but I don't think this changed since then).
Am I correct?
On the other hand, this player did not say anything, yet his actions caused the victim to die. Can this behaviour sanctioned under the "Trolling/harmful gameplay" rule? (NOT trial by forum, but a question in general). If not, this has a huge potential for abuse.
Back in the day Nomads were to Discovery what Goonswarm was to EVE: You walk into the wrong spot, piss on the wrong person's cornflakes, breathe wrong in their space, you get vaporized.

Sure, in the case of Nomad ID it is allowed to engage silently, as the ID says it so ("freely engage"). My point was more general.
