The situation of when this concept was written has to be taken into consideration. (May 2014)
At that time (like always) I was playing a lot in Kusari, acquiring the lore of the past events, and observing the situation of Kusari as a action ground.
At that time, the Blood Dragons were nonexistent, the KNF had a great number of good pilots with few action to do, other than chasing smugglers and pirates (since no ksp was active).
On the other side, there was a revived Exile's faction lurking around the Tau systems, with a "once declared dead but now revived" emperor Kougen pulling the string with Samura for an eventual infiltration into Kyushu, and the spark of a reconquest conflict.
So the Exiles wanted to come back, it was their raison de etre, and the only thing that prevented that from moving forward was that the devs had not announced anything regarding the future of Kusari. So how about a community push in some direction.
Another thing was the Blood Dragon situation. Somehow, during the period of absence of a stable and consistent BD faction, the Emperor had been deposed and exiled, and Kusari had been turned into a republic, without the BD having fired a shot or spoken a word about it. It was an unfair situation for a vanilla faction, who suddenly had lost one of its great motivators and did not received anything to compensate, still being stuck on those rocks filled with nomad infected.
In the spirit of global participation, balance and equal opportunity, I wrote this concept for the community and Developer team to see.
It took the eagerness of the Exiles to establish a foothold in Kusari, the Naval Forces "weakened but still organized" resistance to provide more than a good challenge to the invaders, and the return of the Emperor as a motivation for the ever preparing BD to finally dust off their big weapons and make a desperate puch against the distracted KNF forces and try to take power before Kogen/Exiles.
One can argue that if the Exiles alone attacked Kusari, they would be sandwiched by KNF and GRN forces right at the first gate, with or without Samura interference.
Same thing with the BD, since they wouldn't have "enough" to strike in more than one place with the current Navy defenses, which could muster more reinforcements form other positions and crush the incursion.
Now, if both of them started striking at KNF, from different sides, you could say there would be a chance for KNF to loose ground, to lose some few battles, to create a new balance where it doesn't hold all territory, and the other anti-government factions would have a foothold (without needing to create new bases and such).
If you read the Op, you will see there are still many unanswered issues regarding the corporations, foreign interference, nomad/order interference, and so on.
The question is not [If we should start a Civil war in a house with two naval tier anti-government factions], the question is [If that would happen, how to make it rational, consistent with the lore, and balanced at some point, so that is challenging to all, without power gaming.]

About Kishiro, current situation point to them aligning to the KNF/Republicans, although some consideration had been given about them reviving their connections with BD, and aligning with that side.
If that happened, some other sort of balancing would have to happen, possibly pulling more foreigners into the conflict.

Community situation has changed from that I described early on. Exiles are dormant again, BD has a faction for now, and KNF has seen their pilot numbers reduced.
You can't expect having official factions ready for all sides when such a thing might be implemented, because Kusari region never was like that.
A scenario where everyone is involved, from naval, to corporate, to criminal elements, might be something that might push for greater interest in Kusari as a playground.

Technically the Council and the Colonials can help with that, but at least with the colonials the arrangements will need to be done by KE initiative due to... "history reasons"

This can be solve by roll play sabotage on the KNF defenses plus pre-know when (not necessarily accurately) the Exile's return. Given the implications of the eventual return of the emperor is logical that the BD keep an eye on the KE movements.
There are however a big ooRP problem for the republican side: With all the hate toward Galia they will be outnumber (I think) badly.
