I wasn't aware that we could have ship skins swapped by mountable equipment; sure we could have multiple skins for the same ship as multiple ship entries, but that does seem like a lot of effort relative to the benefit.

No, just scatter them amongst the mod as a time/money sink. Make some buyable on npc bases, some looted from wrecks, some crafted on pobs, some granted by admin (OF skins). There may be itemization issues though.
For example, you could do it one way:
[Plaid Skin]
The Upside: Equippable on any ship. Low number of new pieces of equipment.
The downside: You'd have to make a plaid skin texture for every ship in the game, regardless of whether it makes sense in the lore or looks good on the ship.
[Rainbow Skin] [Potato Skin] etc.
Or the other way:
[SpecOps LABC Skin]
The upside: You don't have to make a new texture for every ship when you want to make a new skin. Skins can therefore be more varied and more specialized to particular ships.
The downside: If you want to apply this new feature mod-wide (i.e. not just on a few ships), you still have to make a new texture for each model, and now you have a ton of new item entries, which you have to find sellpoints for. The more skins you add, the worse it gets.
You could try to do a crossover between the two. [RM Skin] that works with every ship the [RM] uses. But then, individual skins for the civ/borderworld ships.
It may be better to make this part of /pimpship, or something.
