There's a decent variety of disruptors available, see here. The page is way outdated, but it's probably more or less still correct - if there's been major changes since then slap me on the wrist and nevermind.
Train disruptors are meant to have a huge blast radius to, y'know, disrupt trains - no matter where the missle actually hits. Wasps and Hornets, although old, are certainly good enough to catch snubcraft, and their small explosion radius means you won't accidentally anger anything else. Mosquito's are a middle ground, but still have a much smaller radius than train disruptors. Choose whichever suits what you need.
The CDs with small blast range are Wasp and Hornet.
They are both pretty much useless because their projectile lifetime is very short resulting in a maximum range of 1.4 - 1.5K.
The infocards are misleading as they quote the seeker range which is 2.5K and 3K for Wasp and Hornet respectively. However the CD will just explode after 1.5K.
Problem is that big area of effect is necessary to disrupt the huge ships like big transports and capitals. So CDs are being buffed in that regard to be efficient against any ships. Now if you make area of effect smaller then you're going back to old CDs that could not stop anything big.
I was proposing to nerf the weapons of the NPC ships and stations to some cosmetic level so their aggression can't harm the player vs player gameplay much. But nothing was done since then, quiet the opposite.
