I have opened this channel to begin the appropriate negotiations and finalize the agreement we have previously discussed.
This agreement being Deep Space Engineering would like to contract a number of your vessels; Specifically your Barge classed vessels. While I understand this is a rather... strange offer, we are choosing to work with the Congress over the other Libertonian Corporations as we have found the Congress to be far more logistically reliable and have completed previous contracts in good time.
As discussed previously, we would like to inspect and provide your barges with a Certificate of Fitness stating that the vessel can withstand the forces created by the sudden acceleration of trade lane engagement, this will also put our minds at ease when jumping is required.
I eagerly await your response, and I look forward to working with you more closely in the very near future.

Anyway while your request is indeed strange I am willing to agree to this inspection.
So just let me know which facility you would like this done at.

I understand more then you would think about the lack of time, you do not need to apologize for the delay.
I am more then happy to travel with my lead engineer if you feel it would be more appropriate to carry this inspection out in the safety of your own shipyards. If this is not appropriate, Baltimore Shipyard in New York is always available for you to use.
Once we have completed the inspection, your barges will be granted the Certificate of Fitness, and we can begin discussing what we, Deep Space Engineering, would like to see out of this contract. Of course, you are more then welcome to have your say in this as well as raise any concerns and questions you may have. I want to be sure we both are happy with the agreement before anything is signed.
