Subject: The Kellhound
You might stumble upon a foreign capital vessel, presumably cruiser class, named Kellhound while patrolling. They are allowed to stay in Cambridge system until further notice. Their destination is Bristol Mining Facility. When the Kellhound moors, they will be boarded by a regiment of Bretonia Royal Marines, but their action is supposed to be non-violent.
They may not moor anywhere else.
If you see the vessel outside of Cambridge system, but inside Bretonia territory, escort them to Bristol. If the vessel is disobedient, you are authorized to use lethal force. Do not get into direct contact with the ship or the crew.
You will be notified if there is any important change of orders.

The Bretonian government does not have the capacity to control where each ship goes. That is why we have local authority, made up of local armed forces or police.
Referring to your second question, the concerned contact is physical, of course. Is there anything else that is not clear enough?

It has been confirmed that the Kellhound presents no biological nor toxicological danger. The vessel's main structure and armaments are almost identical to those of the artificial intelligence cruiser. The vessel's artificial intelligence can speak our language correctly.
She is currently moored with Bristol Mining Facility and under control of the Armed Forces.
You will be notified if more relevant information is obtained.

The Kellhound is heading to Newcastle system, with permission. When they have reached it, it will be the only system they will be allowed to be in, until further notice.
