Good afternoon -

My name is Kalsai Lostra, newly appointed Administrator here at Heisenberg. As you may have heard, we recently settled here at Heisenberg, with a goal to bring the station back up to peak operational status. Over the years though, Heisenberg degraded from a research facility to more of a run down Freeport of sorts, for all manner of people. I of course mean no disrespect to the researchers still aboard the station, but those are not necessarily the norm here. While we wish to keep Heisenberg open to all, we do not wish this facility to be a safe haven for those whom would endanger any those living or working here currently. This is meant towards both lawful and unlawful forces.

With that being said, we wanted to contact you in regards patrols near the station, and your stance towards Heisenberg. I am sure that you have reports of certain questionables docking here at the station, and while we have no desire to have them remain if they pose a threat to the safety of those here, we would also wish to avoid any sudden militarized actions at Heisenberg. What we propose is, should your forces or our people here find any that are actively breaking Rheinland laws and indeed pose a threat to Heisenberg, that we work together in order in both your apprehension of such people, as well as denial of docking permissions at the station. I believe, that in working together, we can avoid any conflict and remain a neutral station, as well as providing you with the means to apprehend those who are an immediate danger to the safety of civilians.

Guten Tag, Herr Lostra. My name is Laura Carsten and I´m polizeidirektor of the Rheinland Federal Polizei. I apologize for delay with reply, we are currently very busy hier at the direktorium.

I of course heard about changes on Heisenberg, now we finally know who to speak with about any problematic issues. Generally speaking, Heisenberg´s remote location deep in the open space of Koeln system results in limited amount of patrol we can keep there. Federal polizei of course occasionally makes them as well as random controls inside the station. As you said yourself, Heisenberg long ago turned into Freeport of sorts instead of research facility what makes it attractive stop for all kinds of people including shady individuals, smugglers and criminals.

Despite we understand your intention to keep Heisenberg as some kind of neutral place, I would like to remind you there are some limits, which are pretty nicely summed in the paragraph 4 of Article Six of Rheinlad laws - Providing any help to any member of above mentioned organizations is punishable by fine up to 50.000.000 SC, imprisonment or death sentence according to circumstances and severity of the crime.

This means that members of organizations which are considered as enemies of Rheinland by our laws - what means for example Red Hessians, Unioners, Corsairs or members of the Bundschuh, the Landwirtrechtbewegung and the Coalition - will not have safe haven there even in case they won´t be danger for inhabitants of the station themself. As far as we know, they so far didn´t appear there often, because Heisenberg´s remote location doesn´t provide good point for their criminal activities. However they may use the station for example to get supplies or to meet with someone at neutral place. But this still falls under violation of paragraph which I mentioned.

Thus, it is my duty to remind you that you are not allowed to let such people dock on Heisenberg, especially not when they are running from law enforcement authorities. And if you will discover them somehow onboard the station because they got there by using faked identity, you have to detain them and call us.

By the way, I want to mention specifically members of Vereinigte Widerstandsarmee, Rheinland political resistance. If there will be anything regarding them, you will contact directly me, because I specialize on this organisaton and any detention or interrogation have to be made by me personally, ja?

I hope everything is clear, Herr Lostra. It is gut to see you are willing to establish cooperation with federal polizei, we look forward to it. If you have any questions or proposals, feel free to send them.

Good evening Mrs. Casten -

A pleasure to be introduced to you, and no need to apologize for the delay in transmission. We understand, that a group of Researchers are not exactly top of the priority list, and as such we are grateful that you have at all responded.

On to matters at hand. We have indeed read and reviewed the Rheinland laws, especially pertaining to those whom have access to Heinseberg. We of course wish to harbour no criminals trying to escape Rheinland law, as our interests are not with the conflicts and internal struggles of Rheinland. We are researchers and scientists Mrs. Carsten, and as such our views and goals are not so confined if I may to a singular House. While we respect that we are of course within Rheinland space, our views are towards humanity as a whole, and our continued survival. We take no sides, and hold no political allegiance. Again, please do not take that as a sign of disrespect towards Rheinland, but more an indication that we do not, will not, and wish to not harbour those whom are a threat to the lives of anyone, especially aboard the station. Our only goal is to advance our projects, work in peace, and not be disturbed by any conflicts that generally surround those whom are against local law. Anyone seeking to gather supplies for their war effort or to use Heisenberg as a staging ground for any attack, even if not a threat to Heisenberg, will not be tolerated. As mentioned in our initial agreement with the Rheinland Bundestag, we hope you will also respect that, and not use Heisenberg for a staging ground with which to attack known criminals, as that will surely attract those whom you are fighting as well. We wish to be neutral, and harbor no one that is in active conflict with eachother.

Now, onto more interesting matters - we received a comm from Kruger Mining, and they have very rudely informed us of Red hessian pilots that have previously docked aboard Heisenberg. Rest assured we have taken steps to vacate them promptly, but per your request to inform you of such actions, you should be aware. Unfortunately, it seems a lone Kruger civilian gunboat, in his haste to dispatch the [RH] pilots, did infact engage in hostilities in close proximity of Heisenberg, and his weapons discharge did in fact strike the facility. We attempted to ask for some statement apologizing, as well as a agreement to not engage in such close proximity, but we were met with threats and excuses. Luckily, they have included you on their comm to us, so you can examine the evidence for yourselves. In this whole mess of a situation, we only want to be left at peace. We do not want conflict, we do not want any problems, and we certainly don't want the foolish actions of a mining group to endanger our neutral standing residents and scientists.

We hope you understand, and we hope we can count on your help, as you can count on ours.
