LSF ID says that it's owner can ally with unlawfuls. Also says that when flying Cruiser can attack only in self-defense when outside its ZOI.
So my questions are:
Can LSF ally with ie. Sair vs Outcast? Can do this in Omicrons?
When allied can LSF attack outcasts or he has to wait until they finish Sair, and attack him?
If any of those answers is no, please explain why.
Unless the LSF vessel is specifically engaged, it cannot join in the fight. being that it can only engage when it has been directly engaged. Grouped with unlawfuls or not while outside its ZOI.
If there is no limitation on what Unlawfuls they can and cant ally with, then it can ally with any unlawful unless there is something there clearly expressing otherwise.
Every Intel ID is tricky. Right now, the least useful ID is Kempeitai ID, because Kusari officially do not have any enemy except for pirates. BIS fights with Gallia, LSF fights with both Gallia and Rheinland, and MND (called sometimes BDM, for reasons I don't know) fight with Liberty.
There's one problem regarding KPT, as old rephacks are still in use, as Bretonia (in some visible bribes, e.g. for Kusari State Police) is still regarded as hostile to Kusari - but not hostile by the rules. However, I believe this was left intentionally, as Kusari is kind of forced to not to like Bretonia, despite of the BKTA (Bretonia-Kusari Trade Agreement) signed between Kusari and Bretonian corporations, witnessed by Kusari and Bretonian authorities, signed in Cortez System. I know this, because I was there.
Going back to the original topic, some lines can be fulfilled within the ZOI, yet some lines can be fulfilled without ZOI or even outside ZOI or declared area (e.g. Hogosha must fulfill their unlawful lines within ZOI but outside Kusari - except for Junker hunting, yet Junkers can fulfill their unlawful lines everywhere except Bretonia, Liberty, Rheinland - except for Hogosha and Xeno hunting). BIS, KPT, LSF and MND IDs must fulfill their "unlawful" lines outside their ZOI, unless they are in cruiser.
Mind that, picking ID with problematic ZOI, to consult yourself with special list that clarifies areas. For example, Rishiri system, despite being in influence of Samura, is Tau System, but Nagano is Kusari by the ruleset, not Tau System as it is (was) described on the in-game infocard.

KPT are also targeting Imperial forces, those of which act inside Bretonia as well, so KPT in that regard is not completely useless, I guess it could also be used to strike against pirates out of the normal ZoI of KNF, like Sigma-17 in case trouble arise there and so on.
Rules-wise Nagano is nothing. Neither Kusari nor Tau. It's Kusari only for purposes of Quasi-lawful IDs piracy allowances (which is silly, it shouldn't even be that, but that's a different issue).
As for BDM - if you'd do a 1 minute search you would've seen it's the official 'MND' faction, also known as Buro der Marineintelligenz.
