And if the player later on "escapes", that is not your problem. You made your arrest.
Whether he bribed himself out, was bailed out, was freed... it does not matter for you. You did your part of the rp. And you cannot expect the other side to "stay imprisoned there" for an amount of time you think is fitting the crime. That's not going to happen.
You don't really "arrest" someone in space without retrieving their pod. A cop doesn't ask the drunk driver to follow him to the station by car. He gets in the back seat and the car is impounded.
While the game mechanics offer no way to eject voluntarily and keep your ship intact, willing roleplayers have and will continue to come up with creative ways around this.
For all the rest, shooting is probably the safer option.
I like the idea of arresting people and taking them to jail as an rp sense.. but in the short time i've played on this server.. no one will want to be "arrested" they will simply act in a way that forces the cop or arresting party to shoot them and cause a pvp death. Don't get me wrong, i LIKE this idea anything that adds actual Roleplay and not just of the pew pew variety i welcome. Maybe if the whole going to prison bit had the same rules as a player death.. can't enter system yadda yadda for 2 hours, or something of this nature it might work out.
If both players agree to RP the arrest you could pull it off np, I actually arrested Hone and imprisoned one of his characters for a number of months, finally released him because of some awesome post in flood.
I support making them neutral, would open doors to possible prison break RP's for instance.
I played that I arrested people before too, and they were all and happy and cooperative, but there will also be those that just see a base they can dock at and use it, knowingly or unknowingly abusing it, unless there's something put in place to prevent it.
