We received a complaint from pilot of the ship named Venom Wagner which reported that you attacked and destroyed the vessel in Omega-7 system near battleship Schwerin. From provided evidence, which you can see in data atachment, it seems you really did that, what would mean you violated paragraph 2.4.8. of Article Two of Rheinland laws - Assault on civilians or representatives of law enforcement authorities.

Can I get explanation of your action as well as reason?

My name is Veronica Ryan, I work as a spokesperson for the Guild, and I have been given the task to represent the pilots Lee Duong (23) and Marcia Sheswig (19) in this matter.

The Guild confirms the destruction of Mr. Wagner’s Waran-class bomber in Omega 7 at the hands of the named IMG Defense units.

Before the Guild’s statement about the incident, I would like to ask whether Mr. Wagner explained his special relationship with the Guild. In case he missed out on this part: He is a criminal bounty hunter who preys on civilian mining and hauling assets of the Guild for blood money. He is a self-declared enemy of the Guild, as the evidence material shows, and hostilities can’t have possibly come as a surprise to a hunter like him.

This is the statement compiled from the debriefing of Mr. Lee Duong and Ms. Marcia Sheswig.

Convoy Echo-Bravo 7 had just finished a standard New Berlin Niobium ore route when it was hit by ion storms that grounded the convoy and its Tau Defense escort pilots (Mr. Duong and Ms. Sheswig) for 16 hours at Freistadt, Omega 7.

When the well-known Tau bandit appeared on scanners, and Freistadt’s automatic defense systems opened up on his hostile IFF signature, the pilots Lee Duong and Marcia Sheswig were the first to scramble. They took the Freistadt Quick Response Units (an Arrastra miner and a regular Defense unit) and launched.

Upon undocking they were greeted by a situation that made them assume that an attack against civilians, IMG assets, Guild allies or Freistadt base was imminent or had already happened. The evidence shows Freistadt as hostile to Mr. Wagner, which made the zone look like a warzone with patrol vessels, IMG allies and the base gun batteries firing at the Waran.

The pilots made a quick decision that the stationary fire (triggered repeatedly by Mr. Wagner) endangered civilian shipping and after crossfire produced some shield hits on the Schwerin – which Mr. Wagner uses for cover - they decided to neutralize the threat. Knowing Venom Wagner as an enemy of the Guild, the Tau pilots did what they do to Mr. Wagner in the Taus: they engaged and destroyed his vessel.

Even though this is not exactly Guild protocol for engagements in Omega 7, and veteran Omega units would have handled the incident differently, these young Tau Defense pilots acted in defense of Guild assets and in the interest to avert damage to infrastructure, ships and civilians by employing Tau methods against a known criminal.

In case there is a further need to prove that this man is far from a good citizen, that he is working with the Outcast cardamine dealers and that he stages raids into Bretonia, the Guild can provide you with evidence.

Guten Tag, Frau Ryan.

Herr Wagner informed us that relation between him and IMG is hostile, or precisely speaking that you are at war outside of Rheinland, shooting each other. However, this doesn´t matter. He claims that he abides Rheinland laws in our space and I didn´t find any information which would contradict this statement.

Now to the facts. First one is that Rheinland laws applies only in our space and Herr Wagner didn´t commit any crime there, as far as polizei knows. And despite someone might have justified negative feelings about people who make money the way you described, if it happens outside of Rheinland, there is no punishment for it and the person is considered innocent citizen hier. I don´t think I must explain it further, the best example of this is group known as Junker Marauders, which is completely law abiding in Rheinland and we have good experience with it´s members generally, yet as far as I heard you are shooting each other intensively in Tau systems. But I guess you know very well what would happen if you would seek revenge inside Rheinland borders.

Now, I fail to understand plea your provided. So fire from your station - which by the way shouldn´t happen in the first place because as I explained above, station was actually firing at innocent civilian from Rheinland laws point of view - endangered civilian shipping and also hit battleship Schwerin. And your pilots decided that best solution would be...opening fire and thus escalating the situation even more? Also, I fully understand that Herr Wagner took cover behind Schwerin, he was attacked where he shouldn´t be after all and obviously he had no intentions to fight back. Your pilots and especially crew of Freistadt should be really grateful that crew of the battleship Schwerin is not trigger happy in the same way as them so they don´t return fire immediatelly after first projectiles hit their ship.

Another part which I fail to understand is how your explanation of actions of your pilots matches the conversation showed in the evidence. I guess you have read it already, but just to remind it to you:

From my position I should refrain from judging your pilots but what kind of logic was used there? Since when a "threat" or a "known criminal" says he is going to drink coffee and then openly refuse to fight? Which by the way pilot of IMG|Freistadt.Two tried to provoke two times by insisting on "claiming bounty on him" and when Herr Wagner didn´t took part in it, pilot of IMG|Freistadt.Two activated weapon systems. And then he opened fire despite Herr Wagner directly pointed him to fact that they are in Rheinland space where he respect laws. Yet your pilots didn´t realize they really aren´t in Taus at the moment and thus they can´t open fire freely without thinking about their actions?

Oh, I don´t even know what to say about last part of your explanation. So your pilots "acted in defense of Guild assets and in the interest to avert damage to infrastructure, ships and civilians"? But when your pilots undocked, Guild assets were not endangered by anything as Herr Wagner wasn´t shooting at them. And they went to avert damage to infrastructure, ships and civilians, but those were in danger of damage only because of wild fire of your station defense! Also, I sincerely hope that attitude which your two pilots showed is not part of Guild´s protocol for engagements in Omega-7. Not speaking of fact you shouldn´t deploy young and inexperienced pilots if they have problems to recognize differences between behaviour in some wild Tau systems and system which is part of a house space where respective laws apply.

Frau Ryan, I will sum it up what I see there, despite your arguments. At least one of your pilots obviously knew what he was doing and was just too eager to shoot Guild´s known enemy. And when this enemy didn´t respond to provocations - and actually decided to not violate Rheinland laws by attacking IMG pilot - your side deliberately opened fire and violated our laws. This is really serious and rest assured it won´t be tolerated. Rheinland is not shooting range where violent conflicts from other parts of Sirius can continue freely.

Anyway, last thing. I will stress again that only actions committed in Rheinland space can be considered as grounds for violation of our laws. However, sometimes crimes committed outside which may have some influence on Rheinland is something what might be taken into consideration. Thus I will ask you to send materials which you mentioned about criminal activities of Herr Wagner, especially those related to cardamine dealings. Though no promises if it will help your pilots or not.

Oh and I will also ask one more question. Is the IMG willing to pay reimbursement to Herr Wagner?

Thank you for your reply.

I'll not get into a discussion that Rheinland citizens working with the Guild get attacked, their ships destroyed, as soon as they leave Omega 7 to Omega 3 by that law abiding citizen. I know that the letter of the law is on his side in this case. I would like to stress, though, that this criminal does harm Rheinlanders, just one jump from Rheinland jurisdiction.

Furthermore, we both know how defense installations in Sirius work and that they automatically trigger, with no technical means of stopping them. Your stations are the same. Therefore, the Guild does not feel responsible for the chaotic situation that looked like an intense engagement for the young Tau pilots upon undocking. The responsibility for creating chaos lies with the ship that approaches an installation that he is hostile to - therefore entirely with Mr. Wagner.

Moreover, the Guild has already agreed that experienced Omega pilots would have handled the situation differently.

To answer your question about reimbursement: the answer is no. We do not pay reparations to a paid killer who hunts us 1 flight minute from Rheinland space, then hides in Rheinland from the consequeces.

To conclude, I would like to stress that an entitiy as hostile as Mr. Wagner should not provoke his targets in a way he did by his presence inside the firing range of Freistadt. People make mistakes, when they see a killer sitting there comfortably, hiding behind laws, thinking he is safe, talking about sipping coffee - while everybody has heavily armed capablities ready. They are humans after all. And he has hurt friends.

What happened, would not have happened if Mr. Wagner accepted that his hostilities carry consequences. His consequence should be to stay away from IMG installations in the future.

To avoid incidents like these, I would ask you to put a Restraining Order on him to keep away from IMG installations and IMG operations. The IMG will renew their efforts to keep IMG Defense units from engaging him inside Rheinland space. Combining both methods might produce some fragile peace that will hardly be possible if he keeps operating close to IMG facilities and operations.

Just as a side note: you might want to check Rheinland population registers for the Wagner family. Andrew Wagner, Charles Wagner are listed as notorious pirates (for attacks also in Rheinland) in Guild intel. It is likely a common name, but a quick check on whether there is a complete family of criminals might yield some connection.

I would like to ask one last question: Mr. Wagner openly admits (see the evidence files) that he is working for bounties. Our only lethal enemies are the Outcasts in the Taus, and Corsairs in the Omegas. Working for either of these would make him a criminal in Rheinland, wouldn't it?

Anyway, I am hoping for a swift solution of this matter. Thank you for taking your time.

Sadly, this is not just about exchanging niceties, but it is about Mr. Wagner, who this time struck in a region in which - to my best knowledge - Rheinland's interests are touched: very close to the Omega 7 gate in Omega 3, in a zone that Rheinland forces can patrol according to the Treaty of Snowdown, Articles 2.1.1 and 2.1.2.

Without doubt the criminal attacked the IMG civilian transport within the Zone defined in the Snowdown Treaty that can be actively patrolled by Rheinland Forces.

Stuttgart and Omega-7 Criminal Court Wrote:Independent Miners Guild pilots Lee Duong and Marcia Sheswig were found guilty of violation of paragraph 2.4.8. of Article Two of Rheinland laws - Assault on civilians or representatives of law enforcement authorities.

They are given suspended sentence of four years in prison with probation period of five years, and also expulsion with lifelong prohibition of entry into Rheinland.

Independent Miners Guild is - according to paragraph 2.6.1. of Article Two of Rheinland laws - obliged to pay total sum of 70 milion credits to account RFP|Arsenal and to community service in form of cargo shipment free of charge in total amount of 32 000 cargo units. Conditions will be defined by Rheinland Federal Polizei.
I await confirmation of payment in this channel. Conditions of IMG´s community service will be sent via separate channel in next few days.

The verdict is accepted by the Guild.

The Guild requests to know what the RFP found out about Mr. Venom Wagner. Of special interest is who he works for and what his legal status in Rheinland is after the Guild submitted evidence proving that the victim of the attack is far from the innocent good civilian he claimed to be. Guten Tag, Frau Ryan. I can confirm polizei received the payment.

To answer your questions - I´m not allowed to share information about Herr Wagner and his employer, but rest assured this matter was part of the investigation. However nothing illegal was found regarding this matter.

Legal status of Herr Wagner stays the same as it was when the incident in Omega-7 happened - he is considered as person which never committed crime in Rheinland space and thus never violated our laws. Polizei can´t act in any different way according to current laws, despite some would say they would really like to have this possibility. I can only recommend you to send all the evidence to the respective houses where the documented crimes happened.
