Hadn't it been established that PoBs could not be attacked for refusing to pay fees or taxes if they were outside of House Space? I ask because recently I have noticed Core doing the opposite so I wondered if that Admin Decree had been retconned or smth.

It is still in the rules. However, anyone can attack any station in their ZoI for any other reason.
I was told that monthly taxes are a no no by the admins but one time payments are fine.
For this silly rule, the admins only have an axe to grind with Liberty because they don't like how they do monthly payments especially on bases in the borderworlds.
The Core's self-proclaimed Empire stretches throughout the Omicrons and Omegas, therefore they have interest with everything in the region.
The big problem with their rule though is that it gives lower core bases that aren't in house space less chances of survival. I have been given permission to tax, but my observation of the current rule is that players are more encouraged to just blow up bases in the borderworlds rather than doing RP to avoid their destruction (such as taxation).
The rule currently shouldn't be in effect actually, since it was apparently being withheld to undergo changes and to iron out bugs. It seems the admins have happily ninja'd it in anyway though, complete with a list of flaws.

The rule was added the moment notice was given. It was not removed after staff said they will improve it and they never said that the rule change is void.

Then why is the thread locked? If the rule has been perfected to a presentable state, where it's of a standard that can be accepted by the community and enforced by the admins, then they should announce such or keep the thread open so that their 'changes' can be discussed, rather than ninja-ing in a rule that still has holes.
