We want to know why IND ship was spotted in borderworld between Rheinland and Liberty, heading towards Liberty with cargo hold full of blood diamonds. Because as you should know, trading this cargo is considered as support of enemies of Rheinland. And to prevent any misunderstandings in advance - these pictures and scans come from quite huge packet which documents whole encounter and data is in full quality. What I sent was simply censored to keep safety of government sources.

My name is Lawrence Preston, and I serve the Division as its in-house legal counsel. I begin by noting that nothing in this transmission is meant or should be taken as a slight against the Federal Polizei or the Bundestag of the Fatherland.

To properly advise my client of the implications referenced herein, I ask for the other forms of evidence you have as to this incident. It would allow us to develop a clearer picture of what transpired and to properly respond to the Bundestag’s understandable inquiry. We would also like to be in a better position to deal with any issues, should they exist, internally. My primary concerns are the source of these frames and their location. Also, from what you’ve provided, I see a connection to Libertonian space but no indication of where the Division craft was holding position.

I look forward to working with the Polizei to remedy this issue, and noting standing Rheinland laws, we would be prepared to pay the noted fines for such actions. We would simply like to aid in completing this investigation first.

Guten Tag, Herr Preston. Documented situation happened in Bering system. And I think captain of Toxic.Assets should remember quite well moments when he offered sum of 95 million credits for - to quote him - "keep any of this from heading to the Rheinlanders". Also he should remember when he was about to lose full cargo hold of blood diamonds. I guess some searching through black box records on Toxic.Assets should give you all details if captain of the ship somehow lost memory.

Dear Inspkteur,

Thank you for attempting to humor my request for information to what I’m sure is the best of your ability. Unfortunately, I still find myself unable to answer many of the questions I’m sure you may have. As this incident allegedly occurred in Bering, I cannot say where this cargo was obtained nor where it was destined, if anywhere at all.

However, what I can piece together from this is that whoever thought to provide the Bundestag with such limited “intelligence” is likely unrelated to the Rheinland government. As your source notes, it is merely relaying information to Rheinland law enforcement. I doubt this individual(s) is related to your organization, the Rheinland Military, or your intelligence services. I would expect quick justice should such a alleged violation of the Fatherland’s laws be breached within its sovereign territory.

On such a topic, it has been my understanding that Rheinland’s powers extend to its territories. Is this an effort to exercise such powers in Bering? I ask so that I may inform the Division of this . . . change, particularly as we make it a point to be more than adequately familiar with the laws governing the systems we may find ourselves in. If this is a general concern, then, I will certainly make efforts to alert you to any craft carrying contraband outside of Rheinland’s territories should you wish.

It is also readily apparent that this individual seems to have quite a level of dissatisfaction with the Division for unknown reasons. Making things “problematic” for the Division is certainly a motive that suggests our craft may have been framed. Of note, I was recently commandeered, if you will, by an individual in Cambridge who voiced the same disdain for our organization. You may be interested in those logs if they are still available. Should this incident be related to my own experiences, I would truly be taken aback if the Bundestag is trusting of information peddled by this particular organization. I would also expect some extensive intelligence “doctoring” given their claimed abilities.

So, as for any explanation you may be hoping for, I’m afraid I can offer little. I cannot determine where this craft came from, whether its alleged haul touched your space, or whether it had a destination. I can offer that some further investigation into this source would be highly prudent.

Herr Preston, you play your lawyer´s role very well, but I used to it and it won´t work on me.

It seems you have somehow serious problem to ask simple questions to captain of Toxic.Assets and forward answers to us. I doubt it´s because you are incompetent so I have to assume it´s done on purpose. Maybe the ship should be put on government wanted list and as soon as it appears around, we should detain the captain for interrogation so we can get answers ourself.

Also, to clear things up for you - Rheinland laws doesn´t apply in Bering, so there is no direct law violation. However, if government obtain information about someone supporting it´s enemies, for example by buying contraband which serves as source of money of local terrorists, political decision may be taken to counter such behaviour, even when the evidence is made outside of Rheinland territory. Simply because above mentioned actions are something what Rheinland government don´t tolerate.

If you want to know what I´m talking about, for example laws might be changed because such organization which would be found untrustworthy because was spotted doing above mentioned actions, can for example be restricted regarding cargo which is allowed to transport in Rheinland. Or might be banned from Rheinland completely. You can ask Omicron Supply Industries, they found out how it may end long time ago.

I will put it simple. You have ein last chance to start cooperating. And I mean cooperating for real, what means providing explanation why we see your ship in Bering with cargo hold full of blood diamonds and heading from Rheinland to Liberty.

Understand, bitte, that if nothing will change, I will simply finish this investigation and send final report which will include statements like "IND could not explain this situation" or "didn´t provide any information". Are you sure you want to risk the consequencies of such report after Bundestag members will read it? I can tell you that some dissatisfied members of Security Comittee expressed some proposals already and IND won´t like any of them.

So, you better think twice about what your next reply will be.

I apologize for not being more direct in my last transmission, but I’ll take the opportunity to do so now. Knowing what we know, via information provided by our sources and by the Rheinland Federal Polizei, I’ll outline our position as follows:

As informed by the Rheinland Federal Polizei, the incident in this case is not a violation of the Fatherland’s laws and such information is provided as a courtesy to the Bundestag in the spirit of cooperation. The Division understands and has the utmost respect for Rheinland’s public policies, laws, and regulations. The craft identified herein was stopped in the Bering system by a ship belonging to, on information and belief as available to us at this time, a criminal terrorist organization with advanced technological skills and a desire to tarnish the Division’s relationships with its most loyal and respected partners. To further this end, an individual associated with this organization restrained a Division ship in a Libertonian and Rheinland border system, took initial scans, accused the ship of violating Rheinland laws, and defaced its technical information on the ship as to present the image that this craft was indeed engaged in incriminating practices while eliciting monetary gains under the threat of force. It then offered such doctored information on the condition of anonymity in an attempt to mislead the Bundestag and the citizens of the Federal Republic of Rheinland in an attempt to further its own organizational goals.

Toxic.Assets will be made available for inspection by the Federal Polizei and its crew available for interview as the incident in Bering on its next excursion to your territory. If you happen upon any other helpful information that would suggest our assessment of the situation is incorrect, please contact me at your convenience.

However, how will you explain words of your captain which offered - three times in total - not small amount of money for "keeping any of this from heading to the Rheinlanders" what is well documented on the records? It was confirmed by our experts that this record is original and was not modified in any way.

Regarding interview with the crew and captain of Toxic.Assets - when they will arrive to Rheinland? I have a deadline which I have to follow and it´s date is approaching, so I can´t wait too long.

On the other hand, crew and primarily captain may forward their statement - where they will describe documented situation by their words to depict how everything happened from their point view - via this channel, we can accept such solution.

While I appreciate your position and charge to conduct a full and thorough investigation, I believe we've made our position clear. Unless you are offering more information for us to consider, such as the identity of the reporting craft, and as this incident involves no violation of the Federal Republic's laws, I must end our communication here unless a formal order is issued, which grounds I would certainly be curious to see. I serve in a representative capacity for the Division, and as such, must ask all inquiry to proceed through me. Although as I've noted, the captain of Toxic.Assets has offered to give an interview the next time its crew's business takes it to Rheinland, whenever that may be. Considering you can´t provide any specific time frame when Toxic.Assets will arrive to Rheinland again, I guess I will finish my investigation and prepare final report for Bundestag. I can´t wait for no one knows how long until captain of Toxic.Assets decides to finally roam through Rheinland again. Though, if there will be any change somehow in the next very few days, feel free to inform us.

Oh and there is no need of forwarding our communication to Bundestag by yourself, it will be part of mentioned final report anyway for those members of Bundestag which are interested of full details of the case.
