They are so rarely online and are a super cool faction, I dont get how they are so rarely on.
Ever since they came to russilion nothing has happend, but I have a proposition to try and help increase activity in events.
Given they sit in one system and constantly build their force up they must have 1 other BS besides Palmers in russilion so.
Slap a council battle ship in Dundee near the Bret one! Have them help out on that front. Given they really aren't pushing anywhere operation royal flush should allow them to do this too.
As a member of said faction, the reason we're not around a lot is mainly due to a lack of things to shoot at; you can only do so much trading in a L'Ane before it gets boring.
The thing is, even if we had more than a few BSs, we'd be conserving them since no matter how many years we try to rebuild our fleet, we'll still be short of what the GRN can throw at us should they find our location; so for now we're sticking to hit-and-run tactics.
As a freshman member of [C] with Venturer I´d love to have some action and events.
But that all needs somebody with the time and motivation to organize and coordinate it, and players willing to log for it.
As for L`Ane :
There are other nice Council ships around, and Rousillion is not the only Council system
I believe both Exiles and Council suffers one problematic thing:
Not so many targets to shoot at.
However, I find it interesting how both Exiles and Council will evolve, if Kingdom of Gallia was already said to be a losing side - and will be pushed away from Leeds, as far as I know.

I wouldn't say they completely lack the things to shoot at. The problem that in the past, when I lead [C], we were allowed to raid Alpha, and to be honest Alpha raids made out a huge portion of our activity, facing an activity-less GRN, while now it's not allowed anymore. When GRN was at an activity peak just a few months back, you could see around significantly more Council activity as well, but as that died out given 90% of GRN|'s raids were left unanswered (there is only so much me and Omi can sit around Magellan and cyber with each other), even when we went to do a recon in California, using the lanes and passing right by LN ID'ed ships. Now that the activity dropped - so did Council's activity drop since they have nothing to do.
As for Exiles - while I agree there isn't that much to shoot at [KNF] is still one of the most active factions around, I don't think their problem is as grave as Council's.
