I am contacting you to bring to light an issue that OSI has been dealing with for some time that i find myself unable to rectify alone, much as it shames me to admit.
In recent times OSI whales have found themselves victims to a group of bounty hunters calling themselves [Whalers], a vague attempt at wit I suspect. Almost without fail the moment any OSI Whale attempts to engage a trade run from Gran Canaria they are on us like hyenas on a dead carcass. At present we have recorded them using Bounty Hunter Gunboats and nothing more, plenty of fire power for taking on the dangers of a Whale..
Due to the speed in which they enter Omega 49 we had our suspicions as to where they were striking us from, our theory was they were striking from Poole, which as far as I know comes under the jurisdiction of the crown.
However we haven't been able to report such a thing to yourselves due to the lack of any proof..until now.
One of our whales was Engaged and destroyed in Poole by one of these Whalers, the pilot and the crew were found in their escape pod and once given the all clear by Medical, will be debriefed. We also have a salvage crew attending the wreck to see if the Whales Black box is intact which will hold the Guncams and logs required.
Although we lack those exact pieces of evidence i wished to contact you prior to get the ball rolling to speak.
My security wings are unable to deal with the Whalers on their own i hate to admit, but now they have struck in poole im hoping we can call upon the Crowns best in helping us deal with this.

Anything might help our analysts and constablers, so I would suggest you send us all your records to Scotland Yard to help. Any scans, any communication protocol, and all reports about sightings, used ships and transponders.

Our salvage operation successfully found the black box and the required data extracted which i have sent to you with this message. I hope this is adequet enough for you to invesigate these [Whalers] Use of poole to attack our ships from.

I am flying increased patrols and would suggest transmitting a high priority distress call if you encounter this mysterious "Ahab", using the bretonnian emergency frequencies.
The data contains no scan of the attacker and no possibility to determin the exact location of the attack, so no direct action is possible at the moment. I am sure you unterstand that without any officers directly involved in such an encounter we can not jet issue punitive or active measures and are restricted to passive controls, like increasing parol frequency and range.
Your information has been passed on to all other police officers on patrol duty.

We have sent your report, along with the Guncams, to our Analysts and they report back that they are unable to determine the location of this crime.
We would require a lot more evidence before we could issue any Arrest Warrants. With that being said, as Constable Barnikel has already implied, we will increase our Patrols in this area.
We can also offer, if you contact us beforehand, to escort your Ships when they travel through Poole/Bretonia.
Until we receive any more Intel, this Case will be put On Hold and if you happen to find anymore information then we will gladly review at that time.
