Subsequent to the previous attacking Core 1 POB announcement please now note further changes regarding time interval prior to attack and the duration of how long a declaration remains active.
A Core 1 POB attack must have an attack declaration post at least 8 hours prior to an attack.
A Core 2 or above POB attack must have an attack declaration post at least 24 hours prior to an attack.
Attack declaration posts are valid for two weeks after posting.
I understand the reasoning for this but honestly the numbers here are a bit extreme. 1-2 hours would be a much better alternative for the declaration time, but 8? Really?
There are a number of individuals on the server that willingly setup POBs in painfully illogical locations and in blatant defiance of all sensible RP for the location. These people are basically being given a free pass to upgrade the station to core2 in that amount of time. Every faction leader has had to deal with people like this and it's certainly not something that's fun to have to handle; it's just management for the sake of management and takes even more fun out of a game that's already pretty lawyer-friendly and 99% paperwork more than it is actually sitting back and roleplaying.
I'd really like to ask the staff involved in this to reconsider. 8 hours it way too much.

It is up to the staff to give the blue prints for the core 2 as well, Scourge.
For me at least I am well aware that a PoB wont take 8 hours to upgrade to core 2. It will rather even take a week.
I'd suggest that Core one POBs cannot be upgraded during the 8 hour period. Perhaps extend that to 10 hours or something, so that the attackers at least have time to blow them up without them upgrading.
Unless the Admins would give the blue prints before the people start getting upgrade to core 2 with those 8 hours then you should not worry about that.
Also another thing is that a core 2 is still easy to kill... so again, you don't have to worry too much about it... unless your faction and you allies do not have caps, that is.
