The world of JiangXi, a world that had been attacked ruthlessly with thousands left dead, a world damaged and in the slow process of recovery. The Sirius Coalition at present travels to and from the planet via the use of specialized atmospheric shuttles that carry both cargo and passengers. However this is not economically viable in the long run according to our economists within the Ministry of Plenty, this is an undesirable thought to many within the Coalition and as such are looking into solutions for this problem.
One obvious solution is either Gallic or Ageira-made Docking Rings which is unfortunately not an option at this time, however the technology behind them isn't entirely unknown as the theories upon Space Elevators has been around since before Humanity left Sol. The Field of Gravitational and Magnetic Research has the possibility of the creation of a Docking Ring analogue, however the Coalition feels it may be of use to hire outside experts on this matter which has led us to you.
The Coalition is willing to fund research into this field for the purpose of the creation of a prototype Docking Ring, however the Ministry of Plenty requires the Coalition ask of the Ingenuus Research Group if they are willing to take up this challenge and to formulate a suitable budget for both the time of the Researchers on the project, supplies in addition to other expenses that may occur."

I must say, when reviewing the comms for the day, I did not expect t' hear from the Sirius Coalition. An honor t' have such a comm directed t' us. We are glad our reputation has garnered your ears, though I do believe myself and the Premier have met some time ago, alongside our friends the TAZ. But that is ancient history by now.
Regarding your particular problem, I do believe we can help. You are correct that it is not economically viable t' continue such, as well as help directly from Gallia and Ageira not possible. With that said, there are multiple installations across Sirius who use Skyhooks and Orbital Elevators, of which the latter would be of more benefit. Using existing technology surrounding orbital elevators and such could work, but we would have t' look into such.
With that said, we're interested in coming up with a suitable number t' provide regarding a budget, but that may take time as we will need t' formulate a plan and the steps needed. Please give us a few days t' provide such, after which time, should the number be agreeable, we'll begin.

I must apologize for your delay in response. Given the events in the Omicron Delta system, as well as various projects that were in motion before your initial comm t' us, we are only now able t' provide a timely response.
With that said, I do bring good news. We've recently conducted initial tests on a piece of technology we've been developing, and we believe this will provide the answer t' your problem. Attached you will find a logfile showing the prototype planetary docking mechanism that we are developing.
While some further tests will indeed be conducted, we have advanced the prototype enough that we are ready t' provide an estimated price as well as begin creating a materials list needed for the construction efforts. Our estimated cost for such a mechanism is around 500.000.000cr. This includes the materials needed, as well as the construction work needed. The exact number of course will be provided once the project is completed. We will also be assigning a internal open communication channel for status on the project, which you will find linked below.
If this is acceptable, we will respond soon with a list of materials needed, and assume hand that over t' you for contracting out t' approved shipping companies. We look forward t' working on this project with the members of the Sirius Coalition, and hope that this will prove most beneficial for you all.

"The State Duma has reviewed the IRG Proposal and upon a vote it was decided to accept the IRG Proposal so long as payment was acceptable in installments as to not over-stress the Coalition Economy. Zhukovsky Station shall be opened to IRG personnel to work out of due to it's close proximity to JiangXi and storage bays readied for any supplies received specifically for the project once it is calculated. Should the Coalition be of further service in this matter please let us know promptly in the interests of saving time and effort for both our parts."

I am glad that the proposal was accepted, and of course payment installments are approved. please wire funds t' IRG|Ingenuus when appropriate.
As mentioned in our previous comm, we have provided below a list of the materials needed. We will of course be happy t' supply some of the materials ourselves, but please feel free t' outsource this t' other parties, as you know best whom is trusted t' handle such deliveries.
As t' your offer for Zhukovsky station t' be open for IRG personnel, we greatly appreciate that gesture. We will dispatch a team within the week who conduct preliminary studies on the planet in preparation.
We aboard the Abundance have, through much hardship, managed to source four thousand units of the HIGH PERFORMANCE ALLOYS necessary for this project. They have been delivered to Zhukovsky and await your personnel.
The second delivery of High Performance Alloys in quantity of 4,000 aboard the Rikova has reached Zhukovsky station alongside the Abundance through many hardships. But it has been successfully delivered, and High Performance Alloys can be wiped from the shopping list.
The Rikova, alongside the Abundance once more, has delivered a total of 2,000 Hull Segments, reaching the required total of 5,000 altogether. Hull Segments can now be checked off.
Reporting in from the Abundance once again. We have acquired much of the necessary HULL SEGMENTS required for this project, the Rikova has covered the rest as you will no doubt hear.
