Overview: Precinct D is a group of the most corrupt scumbags ever to disgrace the good name of Liberty Police, Inc.
These bent coppers have not heard of smuggling operations in their area, and continue to studiously not hear of it - at least, on paper.
Headed up by Ernie Bilko, Precinct D mostly focuses on making a big show of hauling smugglers to justice before quietly accepting a token bribe and a promise of various goods and services at a later date, such as bringing Black Market Munitions and Slaves to a certain location.
Currently, Precinct D is kept supplied primarily by one overworked paper-pusher, who is likely to rubber-stamp licenses for everything up to Interdictors (// *cough* Fly whatever you want. *cough*) without really looking at them.
Zone of Operations: Precinct D does the Magellan/Cortez->California->New York run, in that Precinct D Mammoths and Bisons can be seen bringing in Cardamine, and being cops, will be left alone by other ships.
On occasion, Precinct D ships operate in Colorado and neighboring Independent Worlds in the hopes of capturing and interdicting Artifacts.
Activities: Precinct D specializes in contraband, and is there a lot of it. Be it interdicting it from hapless independents to sell for ourselves, blackmailing more organized factions into supplying us with more contraband/supply runs, or even straight-up disappearing people, Precinct D consists of arguably the most corrupt cops in Sirius, and that's saying something.
History: In 823 AS, Ernie Bilko fulfilled his lifelong dream of getting off of that smoky rock known as Planet Houston and got a lateral transfer to the California system. With a few of his fellow inner-city gangsters also having made the LPI cut, they got together and decided to continue their former drug-peddling activities on a grand scale. And so Precinct D was formed with these corrupt scourges on honest, hardworking citizens at its core.

Do you consider hauling contraband in a police ship exploiting or metagaming under the rules? No.
Can you handle sensitive topics such as corruption and slavery? Yes.
Q: Oh God, Master, another bad faction idea. What sets this one apart?
A: Well, indie LPI ships are immune to contraband searches by other indie Police, Navy, and LSF ships, and obviously, some conniving hick found a way to make money off of this. Meet Ernie Bilko, a conniving planner who sees a chance to make it big.
Q: That is evil!
A: Thank you.
Q: How do you plan to get that contraband?
A: PoBs make excellent supply dumps. In exchange for a 15 million/month licensing investment, with some *ahem* understandings with the local unlawful elements, PD gets to have a nice platform to conduct their *ahem* illicit work and appear entirely above board, because obviously the police station would have a massive Evidence room. Sure, some of it goes missing, and has been tracked to the open market, but it's probably a coincidence.
Q: But seriously, what is the general idea?
A: It's a group of corrupt hicks. That's literally it.
// Will be taken over by faction account as soon as it gets approved by friendly local Admins.

Zone of Operations: Precinct D works in California, New York, and Texas, with some dabbling in the Independent Worlds for the most part in the hopes of capturing and interdicting Artifacts and Cardamine, plus whatever other contraband they may be able to find, and being cops, will try to rely on their status of cop-hood to not be pulled over by other cops for their own brand of interdiction.
