Greetings Crayter Republic,
I am Karen Banks, director of OSC’s Humanitarian Department. I am contacting you today in relation to a recent incident involving one of your craft.
I was in orbit around planet Manhattan, conducting a survey about the transport of people in unsuitable conditions, when one of your craft, the Flame.Of.Hope, was found to be transporting a number of high ranking business delegates. How the captain coerced them onto a cargo vessel is beyond me, however the main concern is that the Atlas class transport is not suitable for the transport of large numbers of people and in doing so, was in fact breaching the Laws of Liberty.
Due to this I followed the craft during its travel to New Berlin, to collect data and inform the captain of my intentions. It was in New Berlin where we were stopped by a LWB vessel, he demanded the Flame.Of.Hope to pay 15 million SC to pass. At this point I was hailed by your vessel requesting assistance to engage the pirate, this course of action could have placed thousands of people’s lives at risk and therefore I refused. Instead I offered to pay the demand to ensure the safety of those on-board, as the safety of passengers is OSC top priority regardless of whom they are travelling with.
In the end a 50/50 split was agreed, on the condition the practice of hauling passengers in cargo vessels was ceased. Consider this a good will gesture from OSC in the hope you evaluate and improve the conditions for any future passengers. Also I’m sure you will be glad to hear that this case has not been forwarded to the liberty police force.

To begin, I would like to apologise on behalf of our transport captain for his - more or less - unwarranted actions. I don't have a H.R. manifest in my hands at the moment, but the person in question may have been a recent addition to the Crayter Movers, who isn't yet fully experienced in the field.
Now, moving on to the main issue which you seem to have concerns over. I would like to personally reassure you that our "Atlas" class transports are in fact quite multi-functional. Some of them are fit for cargo transport, while others are properly suited for passenger runs, including short-term living quarters. This is because we often need to transport rescued slaves from the clutches of the Maltese. In this particular situation, based on the report I have, the Flame of Hope was reconditioned for passenger transportation over three weeks ago for the purpose of helping in relief efforts, after the unfortunate incidents of Freeport Eleven. In other words, you shouldn't worry about the well-being of passengers being transported on our ships, especially the Atlas. Of course, on the outside it may not look like much - and it isn't an exquisite passenger liner your corporation employs - but i assure you it is a fine ship well enough equipped to safely ferry human beings on short-to-medium distances.
Aside from this, I would also like to offer paying the debt our captain obviously owes you, so, if you wish, send us a bank account and the amount of credits which you had to pay in the event.
I do hope this puts the matter to rest, yet I am open to further inquiries, if you are unsatisfied.
If all is well - I will take this opportunity to say that, considering the Treaty of Curacao, the Crayter Republic still holds a great deal of respect for the OS&C corporation and we are always open to possible ventures of mutual benefit.
