Afternoon esteemed representatives of the Liberty Naval Forces -
Moments ago, we received word from the Liberty Security Force that a project we were about t' begin was put on hold, due t' a relocation effort from the LSF t' their Research Facility in a system we are unfamiliar with, named Virginia. Due t' the Virginia system apparently not only being home t' the LSF facility, but from what I gather is also home t' Liberty Naval assets as well, we'd formally like t' request authorization from the Liberty Navy t' allow escorted access t' the Virginia system, in order t' access the LSF facilities there. The Liberty Security Force, understanding that dual-authorization is needed, have allowed us t' provide a recording of their transmission regarding the aforementioned. You'll find the recording below.
While we have no record of the Virginia system on our navmaps, nor any knowledge of such, I would venture a guess that the Liberty Government has taken precautions t' assure that remains that way. As such, we will abide by all laws and requirements, will only enter and exit the system with escorts from either the LSF or LN, and once the project is completed, will have any vessels from the IRG have their navmaps erased. Of course, any other stipulation that the Liberty High Command wishes t' impose will of course be honored as well.
We wait your response, and should the Liberty Naval forces require anything from the Ingenuus Research Group, we will be honored t' assist where we can.

After discussing your request with the Admiralty, and reviewing the progress you have made with the Liberty Security Forces, we have decided to allow you access to the Virginia System, under certain rules which must be followed at all times. This is for your safety, as much as our security.
Virginia Regulations for Civilian Traffic Wrote:1.) All Civilian Vessels will stop at Battleship James for a full scan, then submit to a physical search of their vessel. Once cleared, you are allowed to follow the trade lanes to Richmond Military Academy and Washington Shipyard.
2.) You will be searched upon arrival, and on leave of any station of the Liberty Navy or Liberty Security Force. Your ship is subject to the same procedure as well as random checks during your visit.
3.) Deviation from the trade lanes will be met with one warning, then lethal force.
4.) It is also required to be under Primary Escort by the Liberty Navy - Any pilot flying with a Liberty Navy Transponder will suffice.
Beyond this, the Navy requires comprehensive files on everyone you will be sending into the Virginia System. You will also be subject to a Non Disclosure Agreement for anything you will see in the Virginia System, and failure to cooperate and obey the NDA and disclose anything you may or may not see is punishable by trial for Treason against the Republic of Liberty, with verdicts starting at ten years imprisonment and going life, or if the act is deemed suitable, the death penalty will be pursued with the fullest extent of Liberty Law.
As you are only asking to go to the LSF-controlled Stations, we also will put forth a current ban for any vessel to dock on a Naval Installation, Battleship James excluded for your physical ship checks coming to and leaving. This will minimize any problems with your NDA agreement, which you will sign upon entrance into Virginia on board Battleship James during your first check.
Also, anyone whose files you have not send will be turned away at once and sent back to the Minnesota System, where they will be allowed to stay on Moorhead Station if they wish to wait for you.
Finally, the External Security and Research Division has requested that the Ingenuus Research Group divulge any findings of their research to the Liberty Navy's Admiralty and the ESRD, as well as a summary report of what you will be doing on the Chesapeake Complex. Due to the Complex's close proximity to Washington Shipyard and Planet Columbus, knowing what you are pursuing with the Liberty Security Force is required, to ensure the safety of our installations, and the cadets currently undergoing training on Planet Columbus. This is non-negotiable.

Thank you for the quick response. Having reviewed the regulations and stipulations for our entry into Virginia, we agree t' the terms set. We will be sending you a list of the team members who will be entering Virginia, and will be ready t' sign the NDA's provided. We understand that authorization is only provided for the LSF bases in the system, and deviation from the course plotted by our escorts will result in one warning only, and then destruction.
The only area that we believe may be a point of contention is handing over all findings aboard Chesapeake. As it was the Liberty Security Force who approached us for this special project, we would have t' review with them what findings they wish t' present t' the Liberty Navy. This by no means is us attempting t' negotiate with the Liberty Navy Admiralty board, but more t' point out the delicate situation we find ourselves in, and would rather not anger either the Liberty Navy nor the LSF by providing or denying research findings. What we can agree t' though, is any findings that the LSF allow t' leave their internal network as well as the station will be provided t' the Liberty Navy. T' sneak out any findings and breach the LSF networks would more than likely result in the destruction of our vessel and IRG staff t' never be heard from again. Of which is not beneficial t' the Liberty Navy, nor t' the IRG. No one wins, people die... would rather we avoid such situations.
Thank you again though, for approving access for the IRG. As mentioned previously, should the Liberty Navy require the services of the IRG, we'll be more than willing t' discuss such and see where we can help.

When I say non-negotiable, I usually do mean it. In this case, I'll let you do your best. No failure in survival.
I am amending the deal to allow the LSF to escort you, as, in hindsight, it is their complex. But, I will remind you, and the LSF, that Virginia does predominantly remain part of the Liberty Navy's complete jurisdiction and we will need to know for a fact nothing they do will cause any grievous harm to Planet Columbus or Washington Shipyard. That is my final goal with this, Mister McCool. Ensuring no one dies.
If I had a preliminary reason, though, to what your trip entailed withing Virginia, that should suffice, as we completely expect the Liberty Security Force, in the spirit of inter-house cooperation, to share the results.
