I believe we can arrange the certification you are asking for with Ageira's spacecraft design division. To submit your ship for inspection you will have to bring it to Detroit Munitions station in New York system.
Now, you should know that the ships of 'Werewolf' type are illegal in Liberty. So I advise you to arrange your transit to Detroit with authorities before entering their aerospace. It would be nice if you send us the copy of the flight permit.
