What i'd like in those systems are some kind of anomalies.
This might probably need to be done with FLhook but there could be some areas where anomalies affect your ship in certain ways such as how scanner ranges are reduced:
Loss of ship shields
Inability to cruise (Insert asteroids to prevent engine killing before entering the zone)
Dead-scanners, you can't even lock onto a ship at all.
Cloaking device failures
Acid clouds (Causes missiles, mines, CD's to instantly explode due to deterioration)

The Omicrons are full of powergamed systems (omicron epsilon and p much everything in it) where did that new planet come from? Yet Core doesn't have the planet they did RP for, for years. Zoner laws are 25% of why Omicrons are as peaceful as they are.

You seem to mistake danger for war, wesker and lambda. Big wars require infrastructure, infrastructure requires civilization. The criticism here is that the omicrons feel too civilized. Core, Corsairs, Order.... They are all part of the problem mentioned in the OP. At least if I read what Ven said correctly.

No, they shouldn't be. But they shouldn't be constantly fighting each other more than they fight the environment they're in.

In regards to Core though we keep that concept grounded as a dream. The 'Empire' building is about the journey, not the destination. Civilizing the Omicrons would be a bad idea because of it's aesthetic. It's more fun to 'pretend' in a way to work towards that, as there's wars and conflict that comes along with it. Which is what the Edge Worlds are about. Eternal conflict.
I am not arguing that there shouldn't be conflict, or the try to 'civilize' the region. If you'd read my posts, you would know that. I am arguing that the region feels less like the final frontier and more like the wild west, if the wild west would have been full of gung-ho captains in tanks and the like.

The Core are for all intent and purpose really good for the Omicrons. They're the aggressive frontiersman charting and claiming territory for profit, but if new Omicron systems came out, they'd still have to consider that they're bogged down by the Order and Corsairs, so a lot of their time would be spent consolidating their existing borders before expanding, otherwise they'd risk over-extension.
But Char is correct, that the main point of the new systems would be more focused on PvE than PvP in terms of interaction. Consider the Azurite Generator being moved to a deeper location. The current Azurite generator has a limitation that lowers speed.
Now take that limitation and add it to a nebula that hinders human travel but leaves Nomads unscathed (if possible, it'd more likely be NPC hazards). Then at the other end of that nebula, past another hazard, put an ore field with an average drop rate and above average sell point in the houses that can be mined by very specific factions, but take in to consideration the already existing hazards, speed delay of reaching that point, and potentially running in to a group of Core ships on an expedition to claim territory, who find a ship already operating there. They'd get a little angry at the existence of someone already locating something valuable and begin questioning them.
Then at any point in time, the Corsairs or Outcasts could move in and attack both parties. Or, even the Nomads.
Most of the existing system changes were done with activity generation in mind, but what was considered a positive task to keep people happy with places for them to go didn't take in to account the existence of an already stagnant environment. This is a space simulator. The vanilla game was fresh when you explored it at first, but became dull when the same sights were seen over and over again.
And then, Discovery is released with new systems and things to do.
Now, several years later, Discovery is starting to become vanilla stagnant in terms of exploration. Something new is needed that isn't a new house. Something that expands on the frontier rather than the colonized sections of Sirius.
What else does this create for people? Passive Roleplay opportunities. People could get lost, people could find anomalies, planets, conduct surveys and investigations. Players could attempt to fortify and colonize a section of New Omicronia as their own, which could later be contested. It's even possible for an FLHook plugin for a Conquest system to be done up, but I doubt anyone would be around that's overly enthused about creating it, so this is the best we can work with.
This is an opportunity to give the mod a fresh feel and expand on the vanilla universe. Create a real section of space to explore and discover, which could even draw in new people or returning players who might get a glimpse of this fresh part of Sirius and decide it's worth checking out.
As for activity - While the existing wars are fine and dandy and have lots of potential, this gives them even more for territory claims. As Char said though, wars aren't the only danger people should be facing. Natural hazards. Radiation, Nebulae with low visibility and speed drops. Volatile Gasses, Neutron Stars, black holes. Ramke even said that seeing the new Major left a lasting impression. More sights like what lies above the nebula are what would make the Omicrons something worthwhile to see and draw a lot more attention to a universe that's constantly at war with its self.
