They don't have that, Zelot. Their ID serves as cloak fuel for human cloaks. They cannot mount or even buy Wild or Nomad weapons or gear.
How is that perms cloak different from the Nom one? Since we is an ID an rp item?
You were talking about tech. Hybrid Cloaks are Nomad tech. Nomad Cloaks are Nomad tech. Light Cloaking Device is human tech. Ergo the Oracles don't use Nomad tech. The IRG has an infinite cloak as well, btw, if we're on that topic. That one isn't Nomad tech either.
Then the problem is with K'hara and everyone and their mother is aware the current left-overs of what K'hara once was is a joke that only logs when it's beneficial for a battle. "Oh boy, we finally have a reason to log the Marduks." And then it's just for PvP anyway.
K'hara needs regulations and someone that does that with strong hand, but the right way. The latest attempt was just another joke and given the demand was made to have at least one forum-based RP per month, what happened was literally nothing within K'hara. So, yeah, take the fun stuff away from K'hara and give it back to them once they have earned it. The nice perks one can achieve with Officialdom and SRP are to be used within reason and with a certain responsibility, and that is currently not given.
As for the encounter thing, I don't see anything wrong with being able to not get forced into interacting with certain individuals. It's a game, not a job, I mean, we all get the initial idea behind the thought. Nobody should log to just be not available to interact. Yeah, but then there is the other side that uses this argument to force people into stuff that they are already predestinated to win.
Finding a compromise is better than removing stuff like an extremist.
Have a bunch of PvP Aces fly the Rabisu with full Class 9 Nomad Guns (The 700ms 2.00s or the 6.67s that do 5.88 damage) and then judge if they're overpowered or not.
I guarantee it will be the former. At a much more devastating effect.
Remember when the A.I Drone was so overpowered that Chris, Tachyon and Yber killed more than a dozen Corsair fighters outside of Crete AND emerged victorious with the loss of ONE of their comrades? Yeah, that's what overpowered gear does. And usually that's not the situation with standard gear unless the entirety of opponents only know how to joust and RMB at crosshair.

People used to be able to play Nomad characters with 200 players on the server, without permanent cloaks, and have a good time with both PvP and RP opportunities. What need is there for a compromise if the past has already proven it's perfectly possible to play a Nomad "fulfillingly" with much larger numbers of enemies around, and without permanent cloaks?
I was around to see cloaks rapidly "ruin" the K'Hara faction, and I think it's a huge shame that that happened. My Nomad ships were my favourite ships to fly for a long time, and for the first time in years Nomad gear is also reasonably PvP-capable. But by now, nobody wants to fly - with, or against - Nomad characters.
@the post above me: I specifically balanced the Rabisu to be top-tier. It's very likely to be better than top-tier. It's not really used enough to be able to conclude anything and do a second balance pass on it just yet, though.

Except when you're actually doing the TS3 squad of OC + Wilde + cloaked Durks uncloaking behind the enemy at point blank and just wrecking everyone. Seeing the last 2 days in Delta your statement is rather irrelevant and incorrect.
In fact by your logic I think we need to buff Core/Corsair gear as they are the truly no ally factions.

I checked the changelogs, the changes they got are relatively minor, just combining some utility equipment from capital human class and regular human class into 1 single nomad equipment. Not something game breaking in my opinion. The only thing I think Nomads indeed have better is as someone already mentioned - bomber guns as they act as both EMP and Energy cannons. The other is perhaps the insanely annoying to hit model of the Predator. I have no experience to speak about caps, though.
Either way with the new changes to fighters getting aux slot unless nomads have a copy of the sunkiller they're at a serious disadvantage.

Obviously they're not anymore. For the sake of balance, may the rest of us also get a station to buy our permacloaks from? That way everyone can stay indefinitely cloaked to avoid any and all of those pesky interactions with other people not on our friendlist.

One important thing is to not compare the current situation with how it was years ago. What counts is the current situation, the current playerbase and the current mentality behind the community. Many good people have left, and what remained are groups of extremes that are unable to regulate each other without administrative intervention. Right now, as a result of the decreasing player counts, people don't log to see what can happen. Right now, people are staring at the player list, pick someone they want to "interact" with and then move there. What has changed? People have become more extreme. People throw in their engagement lines and that's it with the RP. And those who care about RP know each other, they know how to deal with each other, even when they are in hostile-to-each-other factions. I die every time I see things like Kalh positioning his Order Geb or Operator his Oracle right next to Auzari's Eidolon Wraith, knowing why they don't deal with each other or are rather hesitant instead of dealing with them like they do with people they don't know behind the game. Then you have people that log only for the pure PvP. Is that bad? No. Is it bad they want to force people to PvP with them? Yes. People are getting blamed for flying cloaked, off-plane or in systems where other people don't want them to be, because they are too far away. Good morning, people, it's a sandbox game and taking away systems isn't the way to go. Taking away the stuff to allow people to choose themselves when to interact is not the way. I'd rather simply not log anymore when I'm not allowed to fly around off-plane or cloaked to avoid certain encounters. The game is about having fun, and everyone is defining fun different. Let people have fun in PvP, that's okay, But forcing them to it? To be honest, the cloak is currently the only viable option to prevent people from getting hunt down by all the people that look at the player list and pick their targets rather than to go where the crowd is.
The use of the player list was different in the past than it is now.
So, yeah, don't remove stuff completely. Rather make sure people finally stop being lazy and log for the sake of playing the game and not for the sake of blues. Play fluent and not stubborn.
In my opinion slightly off topic here, I hate cloaks when they're use to buttcloak people, they're a useful tool sure but when people abuse them to basically get on top of others insta-uncloak and start firing it just seems crappy for whoever it happens to, in the FP 11 videos that were posted both Nom battleships did this, got right on top of an enemy ship unlocked type /3 (because /# commands are great RP...) and then started shooting not even giving the ship a chance to respond or anything, on top of that I thought it was against the rules to do that anyway? I dunno maybe it's because I'm "old school" and I'm used to how the game was before cloaks, but they seem to be being abused.
