The Noble House of Kusari is project born out of the wish of several players in reforming Kusari, bringing back its roots in an imperial system, while at the same time bringing new space to develop a more "feudal" society.
It's basis is the acclamation and return of Emperor Tetsuya, a relative of the late Emperor Kogen, to Kusari space, and the efforts of his supporters in reestablishing the imperial rule in the House. These supporters, mostly a until then silent minority of noble/aristocratic groups, have set on remaking Kusari society in a vision somewhat different of the current Republic, or the old politics that predated the fall of the Kogen regime.

Basic story:
With the fall of the imperial throne to the Republican coup, there were many changes to the structure of the Kusarian society, with old cliques losing their long held positions in the economy, political and military spheres.
As Kusari entered 822A.S. , the chances to see a return of the last emperor became null, which troubled a large group of his supporters. Most concerned of them was a cluster of former court families that managed to survive in this new Kusari with some of their assets.
Feeding on illusions of restoring Kusari to a former state of greatness, and desiring in creating a new system where they would have greater influence than a simple shogun or the great corporations, they coerced a member of a branch of the old imperial family to support them, and declare himself as the new emperor of Kusari. That would become Emperor Tetsuya, for which several forces of the Imperial Exiles fought in the incursion of Kyushu in the following year.
Putting their plan in motion, they discreetly moved their Imperial pretender to the remote system of Tottori, where he could be safe in the estates of the aristocrat families.
The Nara Court and the Civil war
During the course of the Civil War, the Nara court acts as a shadow government for the Imperial side, claiming the same roles as the Republican government, and trying to coordinate the efforts between the forces that support the Imperial cause.
Such forces are considered to be: the Imperial Kusari Navy, centered around the Imperial Guard, groups belonging to the Farmers Alliance, Hogosha and Samura, and supportive elements of any other affiliation in Kusari.
