It says QUASI-LAWFULS and then it says the word AND so that means QUASI-LAWFULS and ships belong to houses or organisation. It has the word AND that means AND the following there after.
Just so we are clear, Freelancers are quasi-lawfuls. Its a quasi-lawfuls ID.

Saddly it has got to this point, please remember you Sanctioned me not the other way around. I would like another Admins Opinion on this, Because I'm getting messages about this topic from a few people and there all scratching there heads, as its pretty clear to them as it is clear to me that this sanction is in error.

Your report against the player was regarding them killing you for 20 units of cardamine. This was, once we reviewed the logs, not deemed as a violation of the server rules as Order players are allowed to demand nomad-related cargo, which judging by your dialogue you seemed to possess. What initially got this sanction processed though was that the staff members involved in the vote were not aware of the current server-side-change to the Order ID, allowing it to treat unlawful and quasi-lawful IDs (Including the one you were flying at the time) as combat targets, except for transports.
This was later found to be a mistake on their part and the sanction was reverted. Your submitted violation report for 3.6 failed before this happened.
Next time before submitting a violation report, we suggest you at least take your time to talk to the player to figure out what had happened. Judging from your comment above, you submitted the report to see the player punished, rather than as last case scenario.

So, just to get this straight, Order ID'd ships can now attack Freelancers (not in transports) with impunity. They don't need a reason, they can just shoot them anywhere in the sector? If that's the case, it's a bit one-sided, since afaik, freelancers can't attack order ships. Please would you clarify the situation for me.
Also, are you saying that 20 units of cardamine constitutes a "nomad related item"? if so, can we please have an exhaustive list of what is/isn't "Nomad related" so as to avoid any future confusion. I looked at the Order ID and it doesn't mention cardamine.
Regarding your last comments, the way I saw it was that the other guy chased me through 2 sectors, overstepped the boundaries of his ID and killed me. Damned right I wanted him punished. Isn't that what the whole sanction process is for?

Golf Goal : Monitoring of the Nomadic City in Newcastle and Nomad Gate in Drake. This includes all Traffic in these areas.
Juliet : Reducing the flow of Nomad related Equipment, Weapons & Cardamine into to Bretonia. By confiscating or elimination these said items.
I hope this answers why you where deemed a "Bad Guy".
