Does the vanilla game work, or is this an issue with the installation process? Are you sure there isn't another process in the background that's shutting your computer down instead? Is there a prompt to restart your computer or does it just do it?
I tested installation of Freelancer and Discovery in Windows 10 (fresh install from iso on virtualbox). There were no problems during the installation, and the game started without trouble as well.
I use Win10 and I had no issues with Disco but the vanilla game would crash after starting a new SP game. I had to delete the save folder so that vanilla FL can generate a new one and then it worked. Your issue is different though so I don't know. :/
Firstly, that you have disabled your anti-virus software.
You are installing the mod with admin privileges.
You are installing the mod to a folder that is different to your vanilla Freelancer install.
You are running the launcher with admin privileges and Freelancer.exe is set to run with admin privileges.
You have not changed any options on the Parameters tab of the launcher.
You have created and selected an account in the My Accounts tab of the launcher.
You have no additional Optional Arguments in the launcher.

vanilla freelancer does not run. the difference being it does set the screen to a different setting but reverts back to normal. no logos windows or the like as if the game wont run.
