Our decoders could not have missed the unencrypted message sent to the Republic of Kusari by the Kingdom of Gallia. In fact, even their janitors could read it.
We hope that Kusari will make the right decision. That is why we are willing to extend our hand to you. We are willing use what ships from our merchant navy are available to send supplies to Battleship Nagumo, which would certainly be on the front line should the situation with Gallia develop unfavourably. Unfortunately, our merchant navy does not have clearance to access the Battleship, so we are asking you to grant it. As our allies in Liberty also need supplies, ones currently aboard your Battleship Matsumoto, we are asking for clearance to the Matsumoto as well. In exchange, we can pay you in credits and grant you access to Battleship Essex, which is in need of supplies as well, for the duration of our endeavour.

Greetings Admiral Hall-san, and may I say it is a pleasure to become your acquaintance. My name is Katsuo Shimoe, acting Rear Admiral of the Kusari Naval Forces.
It creates no surprise, but it causes a bit of a curious feeling, that Bretonian top echelons of the Armed Forces are paying attention to the news abroad, namely the declarations of the Kingdom of Gallia towards others.
(Some would say, even more than the announcement destined parties...) *cough* Ahem, my apologies, seems I lost myself in thought.
Your message has been received, and your knowledge of our current agreements terrifyingly accurate. Credit is due to Bretonian intelligence, I must say.
With that said, it is my assessment that I cannot give a verdict on the matter on my own. There is some... "political" courtesy we must respect on our way of doing things.
I shall ask the Admiralty to elaborate a stance on the matter to be forwarded to the Ministry of the Defense. After that, it rests on the Government to give the final call on the matter.
We hope to be brief on our side. I will not vouch for the politician's whims.

To the honorable Admiral Hall or his immediate subordinates;
After much consultation with the Naval Forces and the Ministry of Economics, the Ministry of Foreign Relations has issued a memorandum to the Naval Forces and State Police informing them that Bretonian Merchant Marine vessels are permitted within Kusari for the purpose of trade with the Battleships Matsumoto and Nagumo, and any civilian merchants within the Hokkaido and Kyushu systems. Appropriate military escorts may accompany Merchant Marine convoys, with the definition of "appropriate" to be determined, if ever in question, by the ranking, most-immediately available Naval Forces or police officer.
The duration of these permissions will last as long as similar privileges are extended to the Naval Forces and State Police of the Republic of Kusari with regards to the Battleship Essex and the Dublin system, or until either party to this agreement deems its termination prudent.

Your generous message has been received and read. The Bretonian law enforcement has been notified that transports of the Kusari Naval Forces and their Kusari Naval Forces escorts up to the class of bombers have permission to enter Bretonia. Your transports are cleared to dock with Battleship Suffolk and Battleship Essex. I have, of course, also notified them of your side of the terms, and you can expect some shipments soon.
