Firstly allow me to thank you for the recent promotion that you and the board saw fit to grant me. It is both an honour and a privilege to recieve it. However, with no disrespect intended, I wish to decline the offer. While such an offer is indeed tempting to accept, I feel that I would serve the House better by remaining as a Leftenant Commander. Again, I mean no disrespect, but I dare say there are far more deserving officers than I, who would not only suit the role, but also preform far better in it.
I am of the understanding, however, that some form of evidence would need to be presented so as to...convince you, as it were, of my inadequacy. In short:
Commodore Dagon has made repeated comments about my lacking skills in both fighters and bombers. (Report No. #1,934)
Admiral Hall was less than impressed when I filed a report about a Destroyer going for a walk into Rheinland (Report No.

Captain McKinley has made notes regarding an inability to identify the differences between Battleships and Battlecruisers
Captain/Commander Brennan also noted my lateness
I was AWOL for some weeks, Commodore Dagon found my explaination lacking. (Report No. #1,958)
There are also repeated examples of when I have been shot down. I believe I've been shot down with more frequency than any other pilot currently serving. That should give you some Idea of my flying skills, or lack thereof. If anything, I believe I should relieve Mister Winter's of his job and fly a desk rather than a fighter.
In any case. You have my argument Admiral, I await your response.
I find it interesting that you have requested to deny your promotion, when the board voted unanimously in your favour. Your superiors are tough on you, because they wish to see the best from you. You are a promising officer Commander, I can see that myself, you just need to be pushed in the right direction.
However, it is truly your decision. If you still wish this to go through, please confirm. Your confirmation will put this into effect.

I understand why they're hard on me, and I don't take it personally. But I do reckon this is a mistake, I haven't got the experience in command others do and I am unwilling to lead men and women under my command without a fair chance at victory. So while I do wish to express my profound gratitude to the members of the board, I do also wish to confirm my request.
